Serves as the Counterintelligence Analysis Branch Supervisor with delegated authority to independently manage and direct the functions of the branch under broad program direction of the Division Manager. The supervisor will direct and supervise subordinate employees with overall authority and responsibility for the technical and administrative direction of the Branch.
Typical duties include but are not limited to: setting priorities, directing and assigning work; reviewing and evaluating work and performance of subordinates; coaching and developing employee capabilities; recommending and/or approving personnel actions such as promotions, reassignments, etc, approves leave; and takes and/or recommends corrective/disciplinary actions, when necessary. Applies detailed knowledge of budget, human resource management, and other administrative policies to accomplish program objectives.
The supervisor has broad discretion to ensure assignments, projects and work products align with the strategic objectives of the Office of Investigations and Professional Responsibility, AXI. Applies comprehensive knowledge of all source collection and analysis and sharing of information from the Intelligence Community (IC) regarding the structure, capabilities, and threats from foreign intelligence entities, security services, and non-state actors against the FAA's missions, personnel, systems, and facilities. Collaborates with Investigators, Analysts, internal stakeholders, external partners, and others to identify and analyze vulnerabilities to the FAA from illicit foreign influence, compromise, and exploitation; Develops and coordinates effective mitigation strategies to neutralize these threats. Supervises the production and coordinates of analytical support and products to drive CI operations; oversees the development of education, awareness, and briefing materials; and presents briefings to relevant groups and senior leadership.
Conducts and maintains liaison and positive relationships with relevant entities throughout the IC and Law Enforcement community; represents FAA at relevant inter-agency conferences, meetings, and committees. In collaboration with others, conducts relevant training and awareness briefings and debriefings for the FAA workforce; oversees development relevant training materials and awareness products.
Supervises the analysis of intelligence reporting for threats and trends involving FAA people and systems, civil aerospace, aviation and transportation systems. Supervises Analysts who conduct or participate in internal vulnerability and risk assessments. Provides executive level threat briefings on matters involving foreign intelligence, nation and non-state actors, espionage, and insider threats. Oversees the Branch Analysts engaged with foreign visitor vetting and reviews.
Keeps the Division Manager informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Resolves routine problems independently but consults with higher level management when existing guidelines are not available or applicable to complex problems. Established policies/ procedures typically govern the work for most assignments but allows some discretion to select the most appropriate approach. Work performance is reviewed by the Division Manager through status reports, organizational performance measures, and independent program reviews to ensure timeliness, policy compliance, and alignment with project and program objectives.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
