This position provides leadership and management of the Non-governmental Organization (NGO), Office of Partnership and Engagement (OPE), Department of Homeland Security (DHS). NGO fosters community engagement across the DHS mission space, with special emphasis on engaging faith-based communities and organizations, immigration advocacy groups and service providers, LGBTQIA+, AANHPI and other community groups in order to build trust, share resources, and establish a routine process for collaboration. NGO also manages the Faith-Based Security Advisory Council (FBSAC) and closely coordinates and collaborates with the Faith-Based and Neighborhood Partnerships (The DHS Center) which is currently located within FEMA.
This position will report to the Senior Director, NGO Engagement and will provide clear and direct communication across Components in their NGO outreach efforts. This position supports the Assistant Secretary in efforts to engage with, inform and train NGOs to enhance their security. This position will coordinate across domains on behalf of the Assistant Secretary to ensure and improve information-sharing, training, outreach, grants, and threat information for NGO stakeholders.
The candidate will: Coordinate across components/offices to provide a holistic approach and response to addressing the needs of OPE's NGO stakeholders while furthering the DHS mission; Lead projects designed to improve stakeholder engagement; Coordinate communications in response to questions and issues raised from entities external to DHS; Identify and evaluate major programmatic issues that may require mitigation and planning and develop proposals and recommendations to address them; and Develop briefing materials, talking points and engagement support for the Secretary and senior DHS leadership.
Responsibilities will include leading efforts to establish a framework to provide clarity for NGOs on the roles and responsibilities of various DHS Components and offices and supporting senior Department leadership in their engagement efforts. Efforts will include implementing recommendations of the FBSAC.
The successful candidate will lead efforts to coordinate across DHS Components and offices to effectively leverage these relationships across all mission sets to build and maintain relationships with stakeholder groups for continued participation in DHS programs; Represent NGO at high-level, inter-departmental meetings, conferences, inter agency task forces, and governmental seminars; and Participate in various councils, professional organizations, and working groups, both internal and external to the DHS. They will also: analyze established policies and procedures affecting NGO activities; develop technical and policy papers, speeches, reports, testimony, and various types of correspondence regarding NGO issues; draft briefing memos, talking points, and other materials to support NGO, OPE, and Department leadership. Performs other duties as assigned.

The DHS JDP covers current Federal employees at the GS-13 through GS-15 grade levels and equivalent. The DHS JDP does not apply to members of the military service or contractors. JDAs do not offer Temporary Promotions.
