You must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as: Experience in leading teams and conducting analysis addressing complex issues related to the regulation of the electric energy markets and utility tariffs. This experience should include work on matters involving electric energy and capacity markets, non-RTO bilateral electricity markets, electric power sales or changes to tariffs, generator interconnection proceedings, transmission planning and cost allocation, major Commission rulemakings, qualifying facilities, Electric Reliability Organization rules and budgets and/or electric utilities’ transmission and ancillary service rates.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.

The duty location of this position is within 60 miles of Albany, NY; Folsom, CA; Holyoke, MA; Little Rock, AR; Portland, OR or Valley Forge, PA. Official duty stations will be verified and approved upon selection and will be set where the employee regularly performs his or her duties. Locality pay and cost of living increases for selected employees will be set within the General Schedule Locality Pay Table of the employee’s official worksite.
