Performs complex, specialized air traffic control assignments.
Provides national-level expertise in identifying and resolving highly complex air traffic control operations and procedures involving Air Domain threats, the ATO’s strategic use of Air Traffic Control (ATC), and other Air Navigation Services (ANS) capabilities.
This work directly impacts the safety, efficiency, and accessibility of the U.S. aviation system.
Applies experience separating and controlling air traffic to coordinate analysis and identify NAS impacts as it relates to special activities including Global Positioning System (GPS) related testing, training, and exercises.
Develops approaches and procedures for the loss of GPS services and coordinates automation requirements to assist the FAA in identifying and stopping the source of unplanned GPS testing.
Prepares plans and develops the analysis processes for specialized threats, including aviation-related public health threats and Laser illumination of aircraft and other security issues.
As an expert in ATM security operations and procedures, the specialist participates in international forums to evaluate and develop strategies for managing evolving airspace security issues (GPS jamming).
Applies program or project management principles to act as a senior project manager to coordinate large, challenging air traffic activities across the directorate's five component security groups.
Performs program management functions for new and ongoing automation efforts and leads project teams with broad skill sets including engineers, computer scientists, GPS specialists, and software developers.
Applies experience and expert technical knowledge of air traffic control procedures and operations as well as expert technical knowledge to evaluate Air Traffic Management (ATM) security threats and develop and recommend innovative solutions to mitigate the impact of those threats on the safety, efficiency, and accessibility of the National Airspace System (NAS).
As a recognized expert in air traffic control, uses expertise to define automation design requirements for security and emergency operations platforms.
Uses FAA policies and objectives to identify, define, and organize work for multiple work activities.
Assesses and guides a substantial budget to ensure alignment with directorate's strategic security objectives.
Acquires and allocates resources to accomplish work activities within established schedules.
Possesses knowledge of contract management.
Engages in the directorate's security and emergency response efforts addressing natural disasters and other crises events that impact the national airspace system (NAS) in support of the System Operations Security mission.
Works with manager to staff watch positions for the Joint Air Traffic Operations Center Crisis Action Team during natural disasters/crises/incidences.
Serves as a member of the watch team, staffing positions for the Joint Air Traffic Operations Center Crisis Action Team during natural disasters/crises/incidences.
Utilizes expertise to collaborate with the team in coordinating the status of NAS equipment and personnel in a disaster zone.
Develops the ATO Situation Report (SITREP).
Contacts are internal and external and include FAA leadership, inter-agency counterparts, industry stakeholders, and representatives from the International Civil Aviation Organization (ICAO), Congress, and the White House.
Represents the FAA at the national level as the agency focal point for major projects or programs.
Recommends organizational positions on major programs and issues to agency management.
Uses accepted correspondence policies and guides to prepare and review reports and responses to requests for internal and external distribution.
Conceives plans and directs studies involving complex issues and unique problems.
Works independently and exercises broad discretion to ensure that work is integrated with organizational objectives and policies.
