As a Contract Specialist GS-1102-11/12, your typical work assignments may include:

  • Reviewing procurement submissions for adequacy and completeness and resolves any problems prior to initiation of contractual action.
  • Reviewing past performance reports and conducts reference checks to determine the financial and technical capability of award candidates for the purpose of assessing risk to the government for the successful attainment of program goals and to determine if the award candidate has an acceptable level of integrity and is financially and technically responsible.
  • Negotiating with prospective contractors on pricing, performance, technical terms, and other provisions.
  • Preparing termination files for use in contract termination actions, including amounts paid, audit reports, product rejections, and other related documentation.

IDEAL CANDIDATE STATEMENT:
The ideal candidate for this position has experience preparing various kinds of contracts (according to specific requests) in an efficient manner. The candidate also demonstrates experience performing research on acquisition issues/concerns to develop a variety of scenarios so that the best acquisition strategy may be used. Excellent communication skills, both orally and writing preferred.

BASIC EDUCATIONAL REQUIREMENT:
To be qualified for this position, applicants must meet the basic educational requirements below.

  • Have obtained a 4-year course of study leading to a bachelor's degree with a major in any field (Copy of transcript must be submitted) OR
  • Have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (Copy of transcript(s) must be submitted).
MINIMUM QUALIFICATIONS:

To qualify at the GS-11 level

Applicant must have one year of specialized experience equivalent to the GS-09 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Contract Specialist at the GS-11 grade level.

Specialized experience includes:
  • Assisting with preparing documents within a contract writing system; and
  • Assisting in negotiations of delivery schedules, price adjustments, labor hours and/or other agreements; and
  • Assisting with analyzing requirements for contract recommendations and establishing procurement plans.

OR

Education: 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree. (NOTE: You must submit a copy of official transcripts.)

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. (NOTE: You must submit a copy of official transcripts.)

To qualify at the GS-12 level
Applicant must have one year of specialized experience equivalent to the GS-11 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Contract Specialist at the GS-12 grade level.

Specialized experience includes:
  • Evaluating bids or requests for proposals to determine the technical qualifications of contractors; and
  • Reviewing specifications, data, and drafting solicitations to recommend methods of procurement; and
  • Conducting investigations and providing solutions to senior authority.

  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
