As a TELECOMMUNICATIONS MANAGER (DSCA PLANNER), GS-0391-12, you will support emergency communications for the National Guard. This includes ensuring unbroken mission command between JFHQ-ST and its armories, developing interoperability between National Guard units and civil agencies, and advancing training within the force on Commercial Off the Shelf (COTS) emergency communications equipment necessary to enable the first two objectives. The incumbent of this position serves within the Mission Command (MC) Division in the CIO/J6/G6 of a National Guard State Headquarters. Acts as the primary advisor to the Mission Command Chief on all Defense Support of Civil Authorities (DSCA) communications issues. Directly coordinates with civil authorities to ensure National Guard communications capabilities are factored into regional, state, and local government plans. Ensures multiple redundant communications pathways exist to all armories to ensure mission command during catastrophic events.
MISSION COMMAND. Ensures mission command is maintained between the Joint Forces Headquarters, all armories, and units during emergencies. Develops plans to procure, install, and maintain multiple redundant forms of communications at every armory, installation, and training site. This includes, but is not limited to, Government Emergency Telephone Service (GETS), Telecommunications Priority Service (TPS), Mission Critical Push to Talk (MCPTT), Wireless Priority Service (WPS), Land Mobile Radio (LMR), satellite phones/data terminals/handheld friendly force trackers, and high frequency radios. Manages the Disaster Incident Response Emergency Communications Terminal (DIRECT) program, the Joint Incident Site Communications Capability (JISCC) program, emergency communications equipment caches, and emergency communications trailers to ensure quick employment in support of Defense Support of Civil Authorities (DSCA) operations.
INTEROPERABILITY PLANNING. Conducts interoperability planning with agencies external to the National Guard. Ensures Primary, Alternate, Contingency, and Emergency (PACE) communications pathways between National Guard and civil interagency partners. Coordinates with the Governor's Statewide Interoperability Coordinator (SWIC) and other civil authorities to ensure the National Guard is integrated into Statewide Communication Interoperability Plans (SCIP), Tactical Interoperable Communication Plans (TICP), and state level communications field operating guides. Represents the National Guard in state and regional government working groups such as FEMA's Regional Emergency Communications Coordination Working Group (RECCWG) and land mobile radio system boards to ensure National Guard interoperability with civil agencies.
DOMESTIC INCIDENT RESPONSE. Manages telecommunications budgets to resource the operation, maintenance, and sustainment of non-standard communications response capabilities to support rapid response forces, catastrophic events, National Security and Special Events (NSSE), shared situational awareness, domestic operations, and continuity of operations. Develops policies, plans, and agreements with outside entities for emergency communications support. During a Defense Support of Civil Authorities (DSCA) event, coordinates with the Incident Commander's Communications Leader (COML) to ensure interoperability between National Guard units and supported agencies. Maintains the Incident Command System (ICS) Form 217 to assist the COML in producing the ICS 205 Communications Plan for the event. Assists the J6/G6 with producing the communications annex for any DSCA related order. Works with the state Emergency Management Agency / Office of Emergency Management to ensure National Guard elements operating under the Emergency Management Assistance Compact (EMAC) are properly resourced to communicate in their assigned areas of operation.
TRAINING. Organizes training for fulltime and traditional personnel at each armory on emergency communications equipment to ensure proficiency in preparation for emergencies. When feasible, include interagency partners such as Law Enforcement, Fire, Emergency Management, and Emergency Medical Services.
EXERCISES. Assists the Director of Military Support in building exercises that test and improve the National Guard's ability to employ emergency communications assets during a no notice event. In order to maximize the effectiveness of interoperability training, these exercises should include interagency partners such as Law Enforcement, Fire, Emergency Management, Emergency Medical Services, Volunteer Organizations Active in Disaster (VOAD), and Auxiliary Communicators (Military Auxiliary Radio System, Amateur Radio Emergency Service, and Radio Amateur Civil Emergency Service).
Performs other duties as assigned.
