Duties include, but are not limited to:
Incumbent serves as Team Lead with minimal supervision from the CCOE Chief. Responsible for the general oversight of Compensation Specialists (GS-0201-12).
Advises on setting and adjusting pay for new and continuing employees, implementing and updating pay schedule adjustments pertaining to General Schedule, Federal Wage System, locality pay and/or other geographic pay, special salary rates, pay limitations, allowances, grade and pay retention, and recruitment and retention flexibilities.
Conducts detailed planning to gather and interpret information and data for assessing complex pay administration problems, issues, and unusual circumstances, determines the most effective and efficient approach to meet customer requirements, and identifies ways to improve or enhance current compensation services to ensure that they meet management's business objectives.
Applies analytical techniques that frequently require modification to accommodate a wide range of variables, and addresses substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues.
Interprets regulations on own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves conflicts as they arise.
Interprets and applies laws, regulations, policies, and practices in providing expert guidance and advisory services on a full range of pay administration policies, principles, and practices under Title 5 and Title 38, United States Code, and other statutes and legal authorities.
Interprets regulations on own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves conflicts as they arise.
Reviews completed work for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, adherence to requirements, and produces accurate, clear, and concise data to support justification.
Uses sound judgment, initiative, and resourcefulness in deviating from established methods to research trends and patterns, develops new methods and criteria, and/or proposes new policies and practices to resolve compensation problems and issues that often involve conflicting or incomplete information.
Distributes and balances workload among employees in accordance with staff work flow; ensures timely accomplishment of the assigned workload.
Answers other employee's questions on procedures, policies, directives, etc.
