This position is assigned to the Non-Appropriated Fund (NAF) Community Programs (N922) Branch; Morale, Welfare, and Recreation (MWR); Commander, Navy Region Hawaii, at Joint Base Pearl Harbor Hickam, Honolulu, HI. The incumbent is responsible for managing the Theater operations for a diverse group of patrons. The Theater includes a single screen movie theater which operates Navy Motion Picture Services (NMPS) movies thru digital projection and a snack bar.

MAJOR DUTIES AND RESPONSIBILITIES
1. Coordinates the operation, maintenance and supervision of the Theater. Implements higher level directives, formulate procedures and programs to ensure high standards are met. Promotes schedules and manages the movie schedules, and other special events, and programs necessary resource for the purchase of supplies, equipment and resale. Ensure on time delivery of high-quality recreation program throughout both programs.

a. Acts as the facility manager for Theater, responsible for ensuring proper and timely maintenance and repair of facility using MWR and Public Works Division (PWD) assets. Ensures that the facilities are safe and meets Navy Standards
for appearance.
b. Responsible for maintaining a snack bar concession area in the Theater. Ensures that all goods are ordered properly and displayed well. Ensures that all food areas are within the Naval Sanitation Codes. Maintains records and ensures that all food services employees have passed their sanitation and food handlers certification. Must be alert to alcohol abuse and take appropriate action as necessary.
c. Responsible for planning, coordinating, publicizing/marketing and execution of regular movie programs and special theater events. Works with Marketing Department to request marketing assets as appropriate for programs and events.
d. Maintains liaisons and contacts with other staff, base entities, and vendors that support facility activities, events, purchase of equipment and supplies, and maintenance of facility.
e. Develops process and techniques for evaluation and review to ensure movie program meets Navy Standards. Recommends, implements, and manages motion pictures and promotional programs, reviews results upon completion, and recommends through the chain-of-command changes to improve motion pictures and promotional programs.
f. Coordinates the Navy Motion Picture Program to include the ordering and use of digital projection equipment. Maintains liaison with NMPS to ensure top film availability and the effective and expedient repair of equipment are obtained.
g. Inspects all equipment and work areas, correction of any problems and maintenance of all required records. Provides input and maintains all required reports and correspondence. Manages and responsible for maintaining accurate asset records and proper disposition of equipment and assets, as needed.
2. Plans, organizes work, and manages internal resources to ensure maximum productivity and economies. Prepares financial data, budgets, inventories, cost controls, and related records and reports. Reviews the financial status of the assigned activities and recommends changes as necessary. Responsible for acting on internal and patron problems with minimal adverse impact on functional programs. Maintains and enforces security for funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse. (25%)
3. Performs the full range of supervisory personnel management responsibilities over assigned personnel to include training, scheduling and assigning work, approving leave, setting priorities, evaluating performance of employees, hearing and resolving complaints, effecting disciplinary measures, arranging for development and training, selecting and interviewing job candidates and maintaining a healthy, safe and appropriate working environment. Integrates risk management, and installation and organization safety program requirements into everyday operations and activities. Mentors employees and ensures EEO concepts are applied, and an appropriate work environment is maintained. Conducts initial employee orientation and training, providing recurring customer service, job proficiency, fire, safety and funds protection. (25%)

Bachelor's degree from an accredited college or university with course study in the field of general recreation or one of the appropriate fields of recreation (i.e. outdoor recreation, recreation and parks leadership, wild land recreation management, youth recreation, public, urban, or community recreation, etc.).
