Develops guidance and procedures and advises management and contracting officers on contracting policies and procedures. Performs research, develops data and interprets pertinent procurement policies. Prepares material concerning regulatory and policy changes that may be derived during the contract review process. Reviews contracting documents to determine adequacy and accuracy of the implementation of the NAF contracting regulation. Performs on-site analysis of contracting activities. Conducts procurement management reviews, generates after action reports, provides technical assistance and conducts training to improve acquisition practices. Reviews and analyzes requests for exceptions to policy.
Assists in the preparation of NAF contract policy and procedural instructions. Provides oversight in the content development of NAF contracting courses. Assists in the formulation of the strategic plan, and participates in special studies and projects. Solicits input from DoD field agencies and initiates action to improve the NAF acquisition process. Represents the command at meetings and conferences. Performs public relations and marketing including article publication and presentations.
May perform supervisory and managerial functions. Recommends goals and objectives to personnel. Coordinates the work of staff. Plans work to be accomplished, set priorities, and prepare schedules for completion of work. Reviews work. Develops performance standards, prepares performance appraisals, and approves leave.
