Serves as the Program Manager for the Career Services Section, Personal and Professional Readiness Branch; Marine and Family Programs Division; Manpower and Reserve Affairs Department; Headquarters Marine Corps (HQMC). Uses a high level of interpersonal skills and expertise in Marine and Family Programs to provide policy oversight and program monitoring of Career Services Section programs that include: Transition Readiness, SkillBridge, Credentialing, Family Member Employment Assistance and Volunteer Management, and oversight of functional integration of information into automated systems to include: Marine Online and SharePoint. Provides high-level guidance and serves as the Marine Corps subject matter expert on Marine Corps Career Services issues.
Management
Serves as the Program Manager of Career Services section and subject matter expert providing oversight, development, analysis and administration of the Career Services Section and its mission, goals, and objectives; assists in formulation of effective post-transition entrepreneurship, employment, and educational goals; develops policies and procedures to support Transition Readiness Program, Family Member Employment Assistance Program, Volunteer Management Program, Skillbridge and Credentialing.
Responds to Congressional inquiries and Marine Corps program specific tasks. Participates on councils, working groups, and/or teams with external agency partners regarding transition activities. Communicates and delivers briefings and presentations on complex concepts, status reports; correspondences with General Officers, key stakeholders, and installation personnel. HQMC representative for the Career Services Section with external organizations, Department of Defense, Interagency partners, and with the Marine Corps.
Supervision
Supervises full performance level NF-4 Program Managers and equivalent personnel to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
Analysis and Evaluation
Develops and analyzes data to be used in preparing analytical and interpretative reports and guides on programming. Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations, utilizes a variety of fact finding techniques such as interviews, cases analysis, observation and inspection, to identify problem areas of operation and the recommendations, and prepare reports findings.
Budgeting
Coordinates with program staff to formulate, administer and monitor the operating and capital budget for the Section. Identifies and establishes cost centers. Monitors expenses. Establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports and forecast budgets for execution and short and long range plans. security.
EVALUATIONS:
Bachelor¿s degree (Master's preferred) in business or related field appropriate to the work of the position AND four years of experience that demonstrates knowledge of and skill to: serve as a responsible point of contact for oversight, development and administration of transition readiness program for Marine and Family Programs to include: management of program services, curriculum development, providing readiness services, information and to assist Marines and their families seeking employment. Skill to: Resources interpretation and development of policy and plans; processes and procedures, and program evaluation to include establishment of measurement processes and procedures; independently conduct, review and recommend approval or disapproval of program plans; advise, analyze and develop proposals or provisions in terms of impact on program resource requirements; conduct reviews of the administration and operation of the program and provide advice.
Knowledge of human behavior and performance to recognize how individual differences in ability, personality, interests, learning and motivation impact on the pursuit of career, transition and educational goals to effectively lead clients to accomplishment. Operating knowledge of Microsoft Office software suites. Understanding of DOD Transition E-form, Inspector General of the Marine Corps functional area checklist process and execution; Knowledge of SharePoint functions and applications, Marine On Line (MOL), Marine Corps Total Force Management System (MCTFS), Department of Defense Manpower Data Center ¿ Transition Assistance to Civilian Life systems. Must possess the ability to obtain and maintain an IT Level II or higher designation for access to PII within Department of Defense Transition Assistance Program (DoDTAP) systems. Must have two or more years of experience as a program manager with DOD Transition programs and understanding of the OSD level transition initiatives. Must have working knowledge of Credentialing, and Skillbridge programs. Skill to supervise employees in the accomplishment of work.
This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
