Leads 75-person Joint Directorate (five direct reports: four Divisions (GS-15 (3), Lieutenant Colonel/O-5 (1)) and one Deputy (Colonel/O-6)) of civilian, military, and contractor personnel that advocates, secures, and plans resources; executes resources and financial management functions; provides acquisition support; and performs analysis and assessments for U.S. Southern Command (USSOUTHCOM). Engages across the Office of the Secretary of Defense (OSD), Joint Staff (JS), Services, Agencies, and other Combatant Commands at the 2/3 star levels.
Influences strategic guidance through development of the USSOUTHCOM Annual Joint Assessment (AJA), Integrated Priority List (IPL), and inputs to the Defense Planning Guidance (DPG) for 4-star Combatant Commander (CCDR) approval. Designs and leads the USSOUTHCOM processes and coordination of these products, working with fellow USSOUTHCOM Joint Directorates and USSOUTHCOM Components. Leads the semi-annual USSOUTHCOM Campaign Plan Assessment that examines progress and makes strategic recommendations to adjust strategy, objectives, effects and measures. Directs development of analysis to investigate complex issues, frame problems, and support command decision-making.
Secures resources through development of the USSOUTHCOM Program Objective Memorandum (POM), Issue Nominations for the OSD-led Program and Budget Review (PBR), and Congressional Unfunded Priority List. Additionally, crafts and executes engagement strategies from action officer to General Officer (GO) / Flag Officer (FO) and Senior Executive Service (SES) engagements in OSD, JS, and Services to advocate for USSOUTHCOM and its Components. Drafts 4-star CCDR correspondence to advocate for resources. Maintains awareness of DoD and Service resource planning to identify ways to improve USSOUTHCOM support. Primary representative for USSOUTHCOM to 3-star bodies hosted by OSD and JS focused on resourcing and analysis (e.g., Resource Management Group (RMG), Analytic Working Group (AWG)), and supports CCDR participation at 4-star fora related to similar topics (e.g., Chairman's TANK and Deputy's Management Advisory Group (DMAG)).
Executes $630M annually of multiple appropriations in support of security cooperation, exercises, intelligence, steady-state command operations, and real-world crisis response. Ensures funding is properly certified in time, purpose, and amount. Interfaces with OSD, JS and Army Budget Offices to facilitate timely allocation of funding. Establishes and executes financial policies and controls, audit readiness activities, and leads the USSOUTHCOM Risk Management Internal Controls (RMIC) program.

*** TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ 1: Knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills.
TQ 2: Ability to plan, direct, coordinate, and integrate all aspects of the Planning, Programming, Budgeting, and Execution System (PPBES), as well as analysis and assessments, for a major command or headquarters organization.
ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL FINANCIAL MANAGEMENT LEVEL 3 CERTIFIED POSITION. In accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d, incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
Financial Management (FM) applicants must be able to obtain the FM Certification requirement of the position to which he or she is assigned. Such certification is a condition of employment. Only FM workforce members currently assigned to positions with an FM Certification designation are included in the FM Certification Program and are authorized to achieve FM certification at the designated level. If selected and not currently assigned to a position with FM Certification, selectee will have 2-years in which to obtain certification.
In the event a member cannot obtain the FM Certification within the initial 2-year time period, the CCA may grant one or more time extensions of up to 1 year to remain in the position.
Supervisors are responsible for monitoring and tracking FM members' progress toward certification and working with their human resources offices to take progressive discipline as appropriate so that FM members attain their certification levels within the required time period.
If an individual fails to obtain the required FM Certification and any CCA approved time extension(s) have expired, the individual may be subject to adverse actions, up to and including, reassignment to a lower grade, or removal from government service
