Duties
- Using budget estimates from REFS program managers, assists in the development of operating year budgets for the Bureau for Food Security and with the review of proposed budgets for compliance with management policies, priorities, and objectives.
- Reviews and coordinates accounting documents that reflect relatively stable budget execution activities for the Bureau, such as commitments, obligations, pipelines, adjustments, allotments, and distributions.
- Performs analysis of program budgets, employing techniques such as trend analysis, and program trade-offs. Analyzes historical data and estimates, as well as current spending records and trends, for a budget for an area of an organization's program.
- Analyzes expenditures versus commitments to assist in the resolution of problems inherent in the management of resources for the Bureau. Receives reports concerning expenditures and analyzes these reports to determine proper application of funds.
- Analyzes financial reports of obligations and expenditures. Identifies differences between proposed changes to operating programs and projected spending for those programs, recommending solutions to address budget shortages and fiscal problems.
