Performs multiple, varying and complex assignments under the minimal direction of a manager or more experienced professional. Applies experience and comprehensive knowledge of laws, rules, regulations, and policies pertaining to the Freedom of Information Act (FOIA), Privacy Act and the protection of Personally Identifiable Information (PII) to enter incoming requests from the general public, legislative offices, or other government organizations into tracking system(s) or database(s); and review, assign, process and complete responses. Identifies, plans, and organizes available resources to accomplish projects/programs/activities.
Coordinates FOIA requests and responses with management and staff across ARP’s headquarters directorates and regional offices to ensure consistency and compliance with applicable laws, rules, regulations, orders, policies, procedures, executive orders, case law, legal guidance, requirements and established deadlines. Serves as ARP point of contact to provide programmatic guidance, support and assistance with process implementation; and makes recommendations for solutions for consideration by senior management. Develops and/or coordinates ARP specific FOIA and Privacy Act training to ensure compliance with established rules and regulations. Performs FOIA program reviews and audits; and provides status updates and briefings on the status of ARP's FOIA activities, as needed.
Coordinates and performs records and file management activities, including record schedule requests and updates, records maintenance, use and disposition. Oversees records retention, records maintenance, records consolidation and implementation of FAA and federal government laws, regulations, procedures and processes within ARP. Develops and recommends approaches to address current and anticipated problems and issues. Oversees monitoring of the protection of Personally Identifiable Information (PII) and ensures compliance with policies for protecting sensitive data. Provides guidance and support to management and employees on PII requirements.
Assignments frequently require knowledge and experience working across multiple functional and/or organizational lines. May be responsible for representing ARP interests on FAA FOIA, Records Management and Privacy Act groups or teams.
Contacts are internal and external to the organization, including ARP managers and staff, other FAA Lines of Businesses/Staff Offices (LOBs/SOs), Records Management Coordinators, FOIA Coordinators, and ARP IT staff.
Acts as a point of contact to provide advice and guidance on the application of policies and procedures. Gathers data and information to provide written analyses, conduct document reviews, interpret laws, rules, regulations and orders, and communicate status updates to senior management. Coordinates with members of the general public, legal entities, state/federal agencies and other stakeholders.
Established policies and procedures provide guidance for most assignments, but allows considerable discretion to select established or develop new approaches. Resolves most problems or work issues without the assistance of a manager or more experienced professional.
Work is reviewed rarely, typically through status reports and at project completion.
Work activities typically impact directly on the objectives of one or more offices and may affect the objectives of the FAA.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
