Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. As a project manager for large software and hardware projects, provides team with guidance to accomplish objectives in a timely manner. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules and informs management of project staffing needs for the technical execution of project assignments.
Applies experience and comprehensive knowledge of computer engineering principles, theories and concepts related to computer hardware, systems software, and computer system architecture and integration for all facets of air traffic control operations and activities. Considers the air traffic mission and objectives to provide technical leadership in system analysis, design and program review when developing, integrating and implementing solutions to diverse, complex problems.
Evaluates operational and support computer program functions as they apply to operational requirements. Designs, monitors, and evaluates the development and maintenance of systems and site data bases to ensure reliable, consistent and effective operational support to facilities and provide accurate statistical data for the justification of future enhancements.
Performs the necessary analysis for proposed system hardware/software changes and recommends adoption, modification or rejection based on this analysis of time and available resources. Reviews and evaluates program improvements to determine their impact of functional, diagnostic. and support software. Uses analyses of software/hardware system, sub-system and interface functions to determine the problem along with effective alternatives and recommended solutions. Resolves all but unique problems and alerts management of potential problems, issues or concerns that could cause an operational impact to current and future systems.
Provides analysis as required for system specifications to ensure that system requirements are met. Prior to final approval, plays a lead role in the drafting, reviewing and editing reports and contractual documents to verify technical feasibility of proposed changes and translates the approved changes into required system modifications. Evaluates the overall effectiveness of systems and performs extensive studies to define issues and problems in the areas that useful precedents do not exist. and implementing new concepts and approaches as required.
Conducts operational and technical analysis and pre-implementation evaluations of products to ensure system integrity and to determine conformance with specifications for air traffic control operational acceptability and/or air safety. Participates in studies for the improvement of the National Airspace System (NAS) form the aspects of system standardization, simplification, limitations and new technological developments applicable to system development.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Acts as facility representative in meetings involving system program design, enhancement, installation, implementation, problem analysis, test activities and maintenance to obtain consensus or approval on policies. Coordinates significant technical matters with representatives of external organizations.
Provides policy guidance and instruction to others, both internally and externally, regarding field support requirements such as problem identification, evaluation, and resolution. Utilizes analytical and evaluative skills to identify, define and determine the cause of problems. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.

Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
In addition to the Basic Requirements, to qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience is: Experience providing operations and maintenance support of air traffic hardware, firmware, and software systems, and experience analyzing those systems to identify problems and recommend solutions.
