The Senior Vice President, Office of Enterprise Data and Technology Solutions reports to the Principal Executive Vice President. The Senior Vice President, Office of Enterprise Data and Technology Solutions is responsible for defining, developing, and implementing enterprise-wide technical and information management strategies to ensure the ongoing and future alignment of Ginnie Mae's operations and technical infrastructure across the enterprise business model. The incumbent will define and develop strategies for all mortgage loan and mortgage-backed securities (MBS) related information technology (IT) and data management related design and development activities. These activities may be outsourced to multiple service providers, to ensure alignment across multiple production operations, technology, data architectures and IT platforms supporting Ginnie Mae's $2.5 trillion mortgage-backed securities program. The CIO role is also responsible for developing and leading the technology strategy and spearheading the enterprise's digital transformation initiatives. The SVP/CIO also ensures all cybersecurity mandates are met.
The incumbent directs the following divisions - Cloud and Infrastructure, Technology Management, Enterprise Data Solutions, Modernization and Transformation Solutions, Information Security, and the enterprise IT Project Management Office (PMO). The incumbent reports directly to the Executive Vice President and Chief Operating Officer and will partner closely with the Senior Vice Presidents of various Ginnie Mae Program Offices to achieve business objectives.
The incumbent is responsible for:
Directing the development of strategies to design and implement cloud, modernization and transformational technology and information management solutions, to ensure a robust and full integration across business operations in support of the issuance and guarantee of MBS, more specifically related to the life cycle of Ginnie Mae's mortgage loans, MBS, and structured multi-class transactions.
Directing the Enterprise Data Solutions Division (EDS) that is responsible for providing the expertise and leadership critical to meeting the information needs of business stakeholders. The EDS Division is responsible for defining and implementing Ginnie Mae's data strategy that encompasses data quality, data architecture, metadata, data quality, master data management, and other information management disciplines ensuring that Ginnie Mae manages data as an enterprise asset.
Directing the Technology Management Division (TMD) that is responsible for providing the planning and technical execution leadership that meets the evolving business needs of Ginnie Mae. This division maintains an information technology architecture that effectively supports Ginnie Mae's mission, vision, and business processes that operate in support of the Clinger-Cohen Act, the Information Technology Management Reform Act (ITMRA), and other Information Technology (IT) laws and regulations.
Directing the Information Security Division that is responsible for oversight of our security operations, and strict adherence to federal government security and privacy policies, procedures, and standards.

MTQ 1 - Extensive senior level related CIO experience leading, directing, & managing a large-scale digital transformation program for a financial services, mortgage, banking, or housing finance organization with defined key metrics & performance indicators denoting the success of the business transformation initiatives.
MTQ 2 - Extensive senior level related CIO experience leading & directing integrated & cross-functional project teams focused on large scale project implementation, multi-cloud, Dev/Sec/Ops principles, agile development, business process mgmt, enterprise data management, and IT program & project risk mgmt for a multi-phased set of initiatives that enable program modernization and transformation.
MTQ 3 - Extensive senior level related CIO experience with a history of strong collaboration with Senior Executives, Managing Directors, Partners, & technology & business contractor service providers in support of daily operations, & multi-year, multi-phased programs modernizing legacy & more modern systems leveraging the best-of-breed technology.
MTQ 4 - Demonstrated senior level related CIO experience leading an enterprise or agency Cybersecurity & Information Security program in strict adherence to the Clinger-Cohen Act, the Information Technology Management Reform Act (ITMRA), Federal Information Technology Acquisition Reform Act (FITARA), & other Information Technology (IT) laws & regulations which safely protect an organization's system assets.
EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative addressing each ECQ, not to exceed two (2) pages per ECQ for a total of no more than 10 pages.
