As a Supervisory Fish and Wildlife Administrator, you will perform the following duties:
- Supervises, leads, and performs scientific research in support operations of fishery resources, fish and wildlife resources, and/or their habitats.
- Provides national and international coordination for research support activities for the conservation and management of the Nation's living marine resources. Plans, establishes, and coordinates policy on scientific activities and issues, providing oversight of scientific publications activities.
- Provides strategic planning and operational management, identifying program and staffing needs, current issues and anticipating future challenges, ensuring that research and activities support strategic goals and objectives.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-5 is equivalent to the GS-15.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify for the 0480 Series:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or
B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education. or
C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
This position requires the submission of a Financial Disclosure Form, OGE 450.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-05 (GS-15) grade level:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-04 (GS-14) in the Federal service. Specialized experience MUST include all of the following:
- Developing and implementing natural resources or fishery management programs and ensuring program compliance with applicable Federal law, such as the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, or the National Environmental Policy Act.
- Performing in supervisory and administrative duties, such as setting priorities, developing budgets, assigning work, and providing guidance and feedback to staff.
