As Executive Director, Procurement; Enterprise Services, Office of Acquisition; at U.S. Customs and Border Protection (CBP), you will establish goals and objectives to meet acquisition requirements and mission-critical needs for goods and services; ensure that procurement actions meet legal requirements and follow the ethical standards established in Federal Acquisition Regulations; maintain awareness of new developments in Federal Government and industry practices, contract case law and regulations, and other factors impacting Federal acquisition policies, planning, and operations; and ensure effective and efficient internal management and coordination of acquisition programs and cross-cutting initiatives. You will ensure that policies and procedures are established, direct a team of highly skilled employees, and work directly with support contractors and other independent contractors to deliver products and services. You will oversee projects with broad-based proposals to increase the effectiveness of the overall acquisition administration system.
You will develop and maintain contact with all levels of CBP and Department of Homeland Security officials, other government agencies, foreign governments, Congress, technology officials, support contract vendors, professional groups, organizations representing employees, educations and state institutions, and trade associations. Contacts are to exchange information; resolve highly complex issues and negotiate plans; set, explain or justify procurement policies and procedures; persuade officials to pursue recommended course of action; and carry out and evaluate operations.
You will also serve as the Office of Acquisition's principal technical authority on Federal contract regulations and laws, and as advisor to CBP executive leadership on all acquisition matters. You will direct the planning, oversight, integration, management, evaluation, and improvement of acquisition support for CBP.
Position Designation: This position is designated as Career Reserved.
Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.
Selective Service: If you are a male and are hired, and if you were born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.
Drug Testing: This position has been identified as a Testing Designated Position under the U.S. Customs and Border Protection Drug-Free Workplace Program. Satisfactory completion of the drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing.
Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.
Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.
Travel: Occasional travel is required.
Telework eligible: Yes, based on agency policy.
Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 11 regular paid holidays each year.
Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A security clearance will be required upon appointment.

You will be evaluated for this job based on how well you meet the qualifications above.
You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your résumé will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The U.S. Customs and Border Protection Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
