The Executive Director, AWSS advises the Chief Procurement Officer (CPO) and other senior management officials within the Management Directorate and DHS Components and Programs on issues relating to acquisition workforce and the implementation and use of acquisition systems. Acquisition workforce issues include organizational alignment, training, certification, competency assessments, forecasting, and budgeting workforce needs at all levels. Acquisition tools and systems include the identification, testing, security, integration, training and support on the various tools and systems used to support DHS contract writing and reporting activities.
Specific responsibilities include:
Oversees the management and strategic planning for the DHS acquisition workforce as well as the development, modification, operation and maintenance of the systems and reporting tools that support the workforce and the DHS procurement line of business.
Provides executive leadership over the administration and operation of the Office of the Chief Procurement Officer division responsible for acquisition workforce and systems support. Ensures that national and Department of Homeland Security public policy objectives are met as well as ensures compliance with established legislative and program requirements.
Acts with full delegation of authority from the CPO and is responsible for functioning as a strategic partner and advisor to senior management; formulating, developing, and administering the overall acquisition workforce program designed to meet the needs of DHS; and for formulating policy, practices, and procedures for nationwide/worldwide application throughout the DHS enterprise.
Oversees the functional areas related to acquisition workforce including but not limited to training, education, DHS' Acquisition Professional Career Program, Acquisition workforce certification, workforce training systems, management of the Homeland Security Acquisition Institute, and professional development of the acquisition workforce.
Develops, coordinates, and implements strategic and near-term plans to include mission, goals, objectives, and implementation strategies. Formulates, justifies and defends acquisition workforce policy as well as needs for supporting systems and related budgets. Closely monitors budget execution.
Responsible for establishing and maintaining the direction of a positive, management/mission-oriented acquisition workforce. Acquisition workforce members include those professionals in the fields designated by the Chief Procurement Officer such as program management, procurement, logistics, and others so designated.
Manages the DHS Acquisition Professional Career Program (APCP), which provides for the recruitment, oversight, training and career development of entry level procurement and acquisition professionals.
Oversees all matters related to acquisition workforce planning to include training, education, and professional development. Oversees, manages and implements the OCPO Education, Development, Growth, and Excellence (EDGE) Mentor Program, and the OCPO Executive Development Program (EDP).
Participates in the development of intermediate and long-range plans and provides advice and guidance on organizational and mission-related proposals under the cognizance of the division. As required, represents the Chief Procurement Officer, Deputy Chief Procurement Officer and the agency at top level planning activities to include, budget, staffing, and investment review processes, both internally and externally.
Provides expert guidance/technical advice and is responsible for the oversight of the DHS' acquisition systems portfolio which includes both DHS-specific and government-wide automated acquisition systems and tools. Responsible for assuring the continued operation of the contract writing system for five contracting activities.
Responsible for the integrity of the data collected for all DHS contracting activities from systems, including but not limited to Federal Procurement Data System (FPDS), Contract Performance Assessment Reporting System (CPARS), Award Fee Performance Incentive Reporting System (AFPIRS), Acquisition Planning Forecast System (APFS), and the Procurement Health Assessment (PHA).
