As a Lead Assisted Acquisition Project Manager, you will perform Federal acquisition and project management that includes responsibility for managing projects and serving as a technical authority in the information technology and/or professional services areas.
Location of position: Office of the AAS, APEX 1, in GSA's FAS in the states of PA, GA, MA, NH, RI, FL, CO, WY, MT, MD, NJ, DE, NC, CA, and UT.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic areas of the states of Pennsylvania, Georgia, Massachusetts, New Hampshire, Rhode Island, Florida, Colorado, Wyoming, Montana, Maryland, New Jersey, Delaware, North Carolina, California, and Utah. If you are selected for this position you will be expected to report within these geographic areas listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
Duties include but are not limited to:
Provides leadership in coordinating work efforts between customer technical functions and contracting offices relying on a wide variety of tools such as interagency agreements, diverse professional service contracts and other technical and business data to ensure solutions employed and contractual vehicles selected optimize customer financial abilities and efficiently and effectively meet business requirements.
Provides leader oversight of work assigned to Project Managers, sets and adjusts short-term priorities, and works with them to develop timelines and milestone plans for completion of work.
Establishes agency contacts, makes presentations on service offerings and promotes the uses of available reimbursable services. Provides guidance and assistance to customer agencies in the execution of their operational plans.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is supervising and/or leading integrated or multi-functional teams in providing technical consultation, customer service, and complex project management for multiple acquisition projects in the information technology (IT) or professional services areas. This experience must include independently analyzing and developing complex customer requirements and developing and recommending acquisition solutions to meet customer needs; preparing and developing all contractual documentation associated with such acquisition solutions; and performing full life cycle project management for acquisitions from pre-award through post-award and contract closeout. Procedures, and practices of an organization responsible for the acquisition of information technology products, services, and solutions; (a) providing authoritative guidance and direction on policies, (b) leading the development of strategies for information technology acquisition projects that meet the business needs of client agencies/organizations; or (c) performing pre-award and post-award functions for information technology products, services, and solutions acquisitions. Experience gained in the above areas must also demonstrate knowledge and application of current and emerging information technologies.

Ability to communicate complex ideas both verbally and in writing to formulate and/or present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
