Specific duties include:
Administration and Implementation:
- Develops training and learning modules regarding regulations, policies, procedures, and/or instructions at an expert level. Serves as a primary source for inter- and intra-business unit communications
- Completes necessary evaluation, and analysis of VA programs
- Develops strategy and short and long-term plans implements key resources and business application tools in the business unit's area of control.
- Makes independent technical and administrative decisions regarding program areas of control
- Develops and communicates actionable insights, deficiency findings, trends, and recommendations to key decision makers
- Facilitates meetings and trainings regarding pertinent topics to audiences of varying levels
- Presents briefings and findings to senior leadership
Data Analytics and Reporting
- Collects and manages data (including but not limited to performance and trend data) on a national and station-level recurrent basis. Assesses and recommends procedures, programs, and tools for the collection of such data for the purposes of qualitative and quantitative analyses on customer interactions and station improvements. Creates appropriate data visualization tools appropriate for the audience and project
- Conducts and/or direct studies, analyze findings and make recommendations on VBA's program operations in contact center environments (call centers and in-person/virtual public contact). Define and develop implementation plans for activation of associated projects, assuring logistical and cost-benefits issues are fully addressed
- Identifies realized and potential risks and problem areas, trends, significant program accomplishments, merit and deficiency situations, areas of imbalance, or other factors that affect program management and operations. Based on analyses and evaluation of these factors, present conclusions and recommend appropriate changes to the objectives of VBA programs to operate and management officials for use in ensuring efficiency, economy, and balance in the development and execution of the operating programs
- Measures progress in meeting established standards and goals and determine the soundness of objectives. Establishes targets in VA and VBA performance plans and reports. Maintains and track progress and outcomes in station performance toward established national and station-level goals and report monthly and fiscal year-to-date performance updates as requested by VA and VBA offices
- Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improves team effectiveness, efficiency, and work products.
- Serves as an expert and close advisor to the management team and presents perspectives from across the agency to fulfill mission requirements.
- Provides consultative advice and guidance in the formulation and development of highly complex, controversial, and analytical studies and projects impacting program operations.
- Serves as an expert technical advisor related to VBA operations. Identifies and defines problems, conducts analyses, develops alternatives, and provides recommendations, programmatic information, and guidance regarding business process improvement opportunities.
- Researches customer service practices, evaluate performance in meeting customer service standards, and makes recommendations for improving service delivery and plans strategies, activities, or other initiatives to increase customer satisfaction.
Project Management:
- Oversee development of technical data and adherence to established VBA policies and procedures concerning the management principles and techniques related to analytical and evaluative studies. Ensure appropriate methods are used for securing and developing data from benchmarking processes, customer surveys, discussions with operating officials, legislative directives, policies, plans, reports, schedules, records, and similar sources
- Develop and implement periodic special reviews requested by the Chief and/or Assistant Director of Training, Policy & Procedures, and Business Applications Division to ensure training conformance and compliance performance in specific target areas such as the implementation of procedural or policy changes.
