The Associate Solicitor of Management and Administrative Legal Services serves as head of a the Office of the Solicitor (SOL) Division of Management and Administrative Legal Services (MALS), a large combined legal and administrative office. In this role, the Associate Solicitor serves as a legal and management advisor to both SOL and Departmental leaders and agencies on legal and administrative issues regarding operations of a Cabinet-level department. The Associate Solicitor oversees direct provision of legal and administrative services, and serves as SOL's Administrative Officer and principal business leader. The incumbent would lead a team of over 50 attorneys, legal professionals, and administrative professionals.
On the legal side, the MALS Associate Solicitor oversees provision of legal advice and litigation services on many "general counsel" legal matters relevant to operations of a Cabinet-level federal agency, including appropriations and fiscal law matters, government contracts and federal procurement law, internal employment and personnel law, and an array of federal information, administrative, and records laws, including the Freedom of Information Act (FOIA), the Privacy Act, the Federal Records Act, the Federal Advisory Committee Act, the Paperwork Reduction Act, and the Inspector General Act, as well as on the Department's subpoena regulations.
On the administrative side, the MALS Associate Solicitor facilitates SOL operations by overseeing the MALS Division's delivery of services to SOL regarding budget and finance, human resources, IT and technology, litigation support, and more. The Associate Solicitor also oversees the Department's central FOIA program, which coordinates and oversees the Department's decentralized FOIA program.
Conditions of Employment
Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

2. Demonstrated ability to identify, analyze, and resolve novel and/or complex legal issues having significant policy and programmatic implications. This includes the ability to effectively present such issues, orally and in writing.
3. Successful experience in managing and leading a legal office, component or significant team; demonstrating competencies such as effective recruitment and development of lawyers and legal professionals, as well as-in the context of providing legal services--efficient use of human, fiscal, informational and material resources, effective internal and external communication, problem solving and decision making.
Education for this position is a requirement and applicants must possess a J.D. You will be required to provide an original copy of your transcripts at a later time. Applicants are required to be active members of the Bar in any US State or US Territory Court under the U.S. Constitution.
