The major duties of the position include, but are not limited to, the following:
Work primarily involves the planning, design, construction, and maintenance of park facilities ranging from picnic areas, campgrounds access trails, highways, road structures, and other transportation systems, including multimodal systems, considering factors such as protection of park resources, aesthetics, visitor experience, route location, traffic behavior.
Reviews the work of other civil engineers and related professional disciplines on projects affecting PWR parks. Provides written comments and recommendations for modifications, acceptance or rejection as needed.
Prepares scope of work, cost estimates and manages A/E contracts for complex planning, design, construction and survey projects. Provides professional assistance in Civil Engineering and related matters and A/E technical personnel as needed. May serve as contracting officer's representative (COR), and works directly with park maintenance staff as assigned. Rejects or accepts work completed by contractors and/or park staff, as appropriate.
Work primarily involves the performance and/or oversight of on-site construction work, including inspection and acceptance of park facility projects or transportation system construction work performed by a contractor. Duties may include serving as a Contracting Officer's Representative (COR), reviewing designs for constructability, drafting specifications, determining and evaluating construction sequencing, researching and preparing appropriate levels of cost estimates, and reviewing and evaluating third party cost estimates through all phases of the planning and final design process.
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the GS-12 grade level of this announcement.
