The Executive Director for Compliance and Oversight serves as a senior executive and is responsible for:
(1) Overseeing OAWP's Compliance and Oversight Directorate (COD) which includes the Compliance Analytics and Reporting Division (CARD) and Special Reviews Division.
(2) Planning and directing the development and implementation of 38 U.S.C. 323(c)(1)(A), (B), (F) & (G), which require that OAWP: provide advice, reports, and recommendations to the VA Secretary; record, track, review, and confirm implementation of recommendations from audits and investigations carried out by the VA Office of Inspector General (OIG), VA's Office of Medical Inspector (OMI), the US Office of Special Counsel (OSC), and the Government Accountability Office (GAO), including the imposition of disciplinary actions and other corrective actions contained in such recommendations; analyze data from OAWP's complaint hotline and other sources to identify trends and issue reports; and track whistleblower settlement agreements across VA.
(3) Advising the Assistant Secretary for Accountability and Whistleblower Protection on policy and processes related to COD and implementing provisions of the Accountability and Whistleblower Protection Act to its fullest potential to enable advice to the Secretary on all matters involving accountability.
(4) Ensuring timely notification to Congress when OAWP disciplinary recommendations are not made or taken within statutory timeframes.
(5) Collaborating with and regularly interacting with senior VA officials about COD, including individuals at the Assistant Secretary, Under Secretary, and Chief of Staff level in addition to regularly interacting with senior government officials about COD, including officials from GAO, OIG, OMI, and OSC.
(6) Oversee the accomplishment of Climate Reviews (regarding whistleblower reporting culture), programmatic reviews, and compliance audits across VA.
