The Air Force Technical Applications Center (AFTAC) provides world-class, time-dominant scientific and technical information for decision advantage supporting international WMD treaty compliance and combatant commanders. This position is the Chief Data and Information Officer within AFTAC, leading the development, enhancement, and sustainment of the Center's Information Technology (IT) architecture for enabling its national level mission. As a leading authority and recognized expert in the field of technology capabilities and advancements, the position provides strategic leadership, vision, expert advice, and guidance that defines the Center's IT operations, infrastructure, application development, application modernization, network security, high performance computing, cloud computing, artificial intelligence/machine learning (AI/ML) algorithm deployment, and data management policies. Delivers recommendations and decisions that shape the direction and acquisition of the Center's mission systems. Approves the Center's cyber strategy and ensures an integrated IT roadmap that nests with the greater Air Force's technology efforts. Determines enterprise strategy for data management, analytics and digital transformation that optimizes performance across all mission areas in the Center. Holds the authority to approve custom, commercial, and integrated IT hardware, software, and data management solutions to operations across the enterprise, preserving the long-term digital strategy. Builds strategic partnerships with department of defense, interagency, academic, and industry experts to identify resources, technologies, and efficiencies that enable the adoption of new capabilities at scale and speed. Serves as the advisor to the AFTAC Commander regarding the strategy, engineering, security, sustainment, and continuous enhancement of AFTAC's IT systems, analytical tool development capabilities, information assurance policy compliance, and cyber defense capabilities. The position is a senior member of the Chief Scientist's team and will leverage those relationships to ensure scientific equities and requirements unique to AFTAC are integrated into the Center's overall IT strategy.
Architecture Stewardship: As a leading authority/authoritative expert in the field of IT architecture, digital transformation, and technology innovation, leads the Center's digital transformation, continuous IT enhancement, modernization of software applications, and algorithmic tool development. Advises the Center Commander on development, integration and modernization efforts for mission IT system hardware, software, technical aspects of associated acquisition programs, and serves as chair of the AFTAC Data Governance Council. The position will set policy on behalf of the Center Commander to align all efforts to support the overall cyber strategy.
Subject Matter Expert: Serves as a subject matter expert and AFTAC representative to a variety of IT centric interagency, academic, and industry organizations. Serves as a special advisor to the Executive Director, 16th Air Force and the AFTAC Commander. Represents the AFTAC on matters concerning IT operations, infrastructure, application development and modernization, software engineering, artificial intelligence/machine learning algorithm deployment, cyber-related and data management issues, policies, and directives. Establishes, develops, maintains, and cultivates effective strategic and working relationships with key mission partners operating in the IT space.
Architectural Governance and Policy Development: Coordinates with mission stakeholders to ensure continuous improvement processes impacting operations and integration are occurring on schedule. Advises on the development of system usage and access control policies in collaboration with AFTAC Data Governance Council. Educates the organization on the technological and mission perspectives of new approaches, such as testing hypotheses and statistical validation of results.

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.

A Joint Duty Assignment (JDA) Program certification is desired Joint duty credit is awarded by serving at least 12 months in an Intelligence Community (IC) agency, an organization outside the IC, or joint organization at the pay grade or rank of at least GG/GS-13 beginning after 11 September 2001. In addition, individuals deployed for 179 days or more to a designated combat zone will satisfy the 12-month minimum requirement [or 179-day deployment] so long as that minimum requirement is met within a 24-month period. Relevant military, professional, technical, managerial, and/or leadership experience outside the IC may qualify as the equivalent of a JDA. In addition, a waiver for the Joint Duty Credit may be considered if there are no highly qualified alternative candidates with JDA Program certification.
