Because the Office of Congressional Workplace Rights (OCWR) is in the Legislative Branch, its executive positions are not in the Executive Branch's Senior Executive Service (SES). This position, however, is equivalent to a position in the SES. The person selected to be, who will hold the statutory title of Deputy Executive Director for the House of Representatives, will be an attorney with employment law-related experience who is an outstanding manager and leader. This Deputy Executive Director (DED), a position created through statute, will serve as the deputy responsible for the program and administrative functions described below. Although the Executive Director (or the Board or General Counsel in certain circumstances) retains ultimate authority by statute, the DED will lead the functions described below and will have the authority necessary to do so. The DED will also work closely with the Executive Director on the entirety of the portfolio to ensure the success of the Office of Congressional Workplace Rights (OCWR) staff reporting through the DED. The Office of Congressional Workplace Rights (OCWR) advances workplace rights, safety and health, and accessibility in the legislative branch of the federal government. Specifically, Congress established the OCWR to administer the Congressional Accountability Act of 1995 (CAA). This includes programs of dispute resolution, education, and enforcement.
