The Deputy Assistant Secretary of the Army (Financial Operations and Information) (DASA(FOI)) is responsible for resolving the Army's material weaknesses preventing full disclosure and transparent financial reporting. Additionally, they are responsible for all ongoing ASA(FM&C) initiatives for policies, programs, systems, and procedures designed to implement and maintain the Army's accounting, finance, financial systems, management evaluation, internal review, internal management control programs and the Army's program to combat fraud, waste, and abuse. Manages and directs the Army's worldwide financial operations programs, the accounting and finance, and the financial systems functions. These programs encompass approximately 15,000 military and civilian U.S. employees, worldwide (plus several hundred more foreign nationals) and operating budgets of between 8 and 10 billion dollars, to include approximately 1,600 auditors and inspectors throughout the Army. Serves as Army Financial Management community chief financial system architect, data manager, and information and data analytics officer. Provides advice to financial management activities and administers a departmental-level quality assurance program. Develops financial management program milestones and serves as the focal point for Army financial managers who report on cases of fraud, waste, and abuse. Is designated the ASA(FM&C) focal point or representative to take follow-up action on all GAO and DoD Inspector General audit reports containing unfavorable or unsatisfactory findings in respect to financial management operations, or related types of activities and functions. Serves under the broad direction of the ASA(FM&C) who provides guidance on policy concepts and program philosophies of Defense and Army. Manages and oversee 2 SES Directors. Negotiates the scope and objectives with other senior DoD, OSA, ARSTAF program/policy officials, subject to Secretary of Defense regulatory policies and concepts, worldwide.
