The incumbent serves as a Health System Specialist (Planner) in one of CFM's Regional Offices reporting to the Office of Facilities Planning; Office of Construction & Facilities Management (CFM); Office of Acquisition, Logistics, and Construction; Office of the Secretary; Department of Veterans Affairs. CFM is responsible for executing the major construction and leasing programs and for providing technical support to field stations. CFM provides full project construction and contract management services for VHA, NCA, VBA, and staff offices for major projects (design and construction) from capital asset application approval thorough client occupancy and resolution for any contractor claims.
Provides critical expertise and program skills in the integrated fields of health care operations and facilities planning, including expertise in planning (master planning, project planning, and Business Case Analysis) to VA's departments and staff offices. This includes space planning, parametric cost analysis and OMB-300 development to deliver VA' s capital investment budget and programming for health care facilities portfolio management. Monitors, evaluates, and responds to a substantive range of health care facility issues, as well as other departmental needs to support effective management of VA's facility assets. Facilities asset management considers the entire lifecycle of a facility. Applies lifecycle approaches that allow facilities to plan strategically to link day-to-day operations to facility investments and organizational missions. Embraces goals established by CFM and VA's Strategic Plan and major initiatives underway to improve the condition and capability of VA's health care delivery platforms to deliver optimal support to caregivers in delivering patient care.
As a senior specialist, engages in coordinative work involving substantive programs and the challenging range of health care facility issues and problems faced by VHA enterprises in managing and improving the multi-billion-dollar portfolio of health care facilities platforms on a nationwide basis. Primary focus of the duties is to participate and contribute to complex coordinative work with VHA and NCA personnel to originate, evaluate, and improve program planning and space needs, with emphasis on various functional health care facility planning needs for the various specialties comprising the health care fields. Provides expert, front-line contribution to management in developing facilities investment solutions. Work performed by the incumbent requires superior analytical and communication skills to effectively assist and influence standing working groups and officials on a wide range of complex issues and substantive facilities lifecycle management and capital investment programs.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Education Requirement:
Degree: Undergraduate or Graduate level degree with a major study in hospital administration, public health administration, or related field such as business or public administration with course work in health care administration.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying healthcare administration, and (2) a good understanding, both theoretical and practical, of the impact of design and construction on healthcare operations. The adequacy of such background must be demonstrated by at least one of the following:
