Analyzes, develops, and deploys innovative information/software systems and capabilities to enhance the FCC's capabilities to securely collect, produce, and disseminate the Commission’s HVA data. Directly supports the agency’s digital modernization of business systems and their secure sustainment through disciplined application portfolio management practices.
Participates in team environments via structured development lifecycle: analyzes and defines local and/or enterprise information system requirements, performs system/application design, develops capability prototypes, develops and implements operational information systems, and conducts unit and integration testing of application modules. Conducts and leads hands-on research and exploration of leading-edge commercial technologies through application/integration of technology in delivering IT solutions.
Ensures application security features, frameworks, practices, procedures, and application architecture for the FCC’s applications portfolio of Information systems are accurate, and address and enforce all security policies.
Prepares, distributes, and maintains plans, instructions, guidance, and standard applications development operating procedures on the security and continuity of automated systems developed and deployed.
Evaluates and defines application architectures, application performance and capacity planning, data, and systems integrations to identify and resolve security vulnerabilities and risks related to the use, processing, storage, and transmission of classified information, media, and documents.
Ensures the security posture of applications is maintained according to security directives, conducts scans on systems to be accredited to determine compliance.

Candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:
