As a Student Trainee (Evidence), GS-0399-7/9, your typical work assignments may include the following under supervision:
Support higher-graded staff members in executing and overseeing evidence-related activities and initiatives, including implementation of the Foundations for Evidence-Based Policymaking Act and other government-wide evidence and evaluation initiatives. This requires familiarity with the Evidence Act, program evaluation methods, evidence-building, and other related topics.
Under supervision of higher-graded staff members, provide advice and technical assistance to Federal agencies and other OMB staff, including policy officials, regarding evidence-related activities in a given policy or topical area. Conduct literature reviews on a range of topical areas
and write memoranda and other work products summarizing the state of the evidence and offering recommendations, as appropriate.
Under the supervision of higher-graded staff members, compose and/or contribute to written interpretation of moderately complex research and analysis findings for the assigned policy areas and topics. This includes preparing talking points, issue papers, study/research summaries, briefing papers, decision memos, data visualizations, and position papers used to communicate findings of policy analysis/research and policy options clearly and concisely.
Assist in coordination of cross-governmental and interagency groups related to evidence and evaluation, including the Evaluation Officer Council and Interagency Council on Evaluation Policy. Provide support for meetings and events, including promotion, scheduling, agenda setting, note-taking, and follow-up. Provide support to maintain OMB Evidence Team internal and external webpages, mailboxes, and other outreach mechanisms. Under supervision of higher-graded staff, draft decision memos and other materials, as requested.
To qualify for the GS-7, candidates must also have at least:
A. One year of specialized experience equivalent to the next lower grade level GS-5 in the Federal, State, or Local government or equivalent public or private sector. Specialized experience is defined as;
OR
B. One year of graduate level education. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will satisfy the 1 year of full-time study requirement. (Note: Transcripts are required at time of application).
OR
C. Possess a combination of experience as described in "A" above and graduate education as described in "B" above. To combine education and experience, we will determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for that grade level. (Note: Transcripts are required at time of application).

D. Possess a bachelor's degree and meet Superior Academic Achievement (S.A.A.) provision. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. PATHWAY PROGRAM OVERVIEW: Allows students to be exposed to the work of the Government through Federal internships while pursuing their degree. This position is being filled under the Pathways Internship Program which is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with paid work opportunities in agencies to explore Federal careers while still in school. The Internship provides managers a ready source of student employees and potential permanent employees upon completion of the program requirements. It also provides the student with work experience directly related to the curriculum studies or career goals.
