Provides analyses, interpretations, and opinions on a variety of cases and issues that include legal and policy positions ranging from relatively straightforward to extremely complex issues. Such analyses may substantially affect the scope of DOE activities or have a significant impact on energy technology sectors and the public.
Provides legal counsel to officials within DOE's Office of Clean Energy Demonstrations (OCED) in the areas of law and legal policy arising from OCED operations, programs, and activities, such as the Infrastructure Investment and Jobs Act, Inflation Reduction Act, award and administration of federal financial assistance, and the National Environmental Policy Act (NEPA).
Advises DOE officials on pending and proposed legislation that significantly impacts OCED demonstration projects, the general public, and DOE's responsibilities and authority. Advise on rulemakings, correspondence, comments, policy statements, speeches, and testimony of DOE officials for presentation before congressional committees and other entities.
Represents DOE in meetings with federal, state, local, and foreign government officials; private industry, non-governmental organizations, and other stakeholders to deliberate the legal and policy aspects of proposed legislation, regulations, and activities as they affect DOE, other governmental organizations, the energy sector, or the general public.
