Duties

Help
  • Serves as Chief, Foreign Disclosure Branch and Senior Policy Officer for the Deputy Chief of Staff (DCS), G-2, Security and Foreign Disclosure Division, Counterintelligence, Human Intelligence, Security and Foreign Disclosure Directorate.
  • Provides a focal point of continuity for the division by ensuring the integration of future Army foreign disclosure requirements in current and out-year operations.
  • Oversees the planning, development, writing, direction, coordination, evaluation, and approval of future Army Foreign Disclosure Policy, which enforces the provisions of National Disclosure Policy (NDP-1) and applicable DoD directives.
  • Serves as the expert authority for Army foreign disclosure issues ensuring that foreign disclosure discipline shortfalls are immediately addressed and appropriate Security and Intelligence Activity (S and IA) resources are leveraged when appropriate.
  • Participates in the integration of Title X planners, force modernization and war fighting community's information needs into the Army's Intelligence Priorities Process, the Army Intelligence Master Plan, and appropriate resource programs.
  • As the expert authority identifies policy issues for consideration and formulates, implements, promulgates and reviews foreign disclosure policy as applied to the National Disclosure Policy, Army foreign disclosure policy as outlined in AR 380-10.
  • Advises, discusses, and persuades in order to obtain support, cooperation and coordination of on-going staff actions, which have major policy, organizational, and/or resource implications.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to Sensitive Compartmented Information(SCI).
  • Must perform temporary duty (TDY) travel in CONUS or OCONUS 20% of the time.
  • Requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position’s SCW certification level.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience facilitating coalition operations which require disclosure of classified information; AND formulating foreign disclosure policies for an agency; AND approving outside agency requests for classified information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

  • Must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level: SC Planning, Oversight and Execution Management (AOC) Basic Level
    -1 year (Basic); 3 years (Intermediate); or 5 years (Advanced); and
    -Complete certification-related continuous learning requirements in accordance with the NationalDefense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent(s) ofthis position is required to comply with all Department of Defense, Defense Security CooperationAgency, and Department of the Army requirements of the SCW certification program.
