Duties
This is a developmental position, as a Trial Attorney (General), to the CU-15 grade level. At the full performance level, duties include:
- Preparing or overseeing the preparation of pleadings, briefs, memoranda, and legal documentation and correspondence for significant cases involving complex and difficult legal questions of factual issues.
- Advising NCUA's Asset Management Assistance Center (AMAC), agency management and the NCUA Board on matters involving liquidations, conservatorships, creditor claims, special assistance, bond claims, litigation and policy concerning asset-managed estates.-
- In areas of assignment, investigating facts and preparing matters for administrative enforcement actions, developing and coordinating all litigation-related documents, preparing witnesses, taking and defending depositions, assuring compliance with local court rules and procedures, and representing NCUA in hearings, trials, pre-trial conferences, discovery proceedings, and mediation and settlement negotiations.
- Identifying and analyzing legal issues and determining applicable law, developing facts, and determining need for additional facts.

- Defining legal issues and conducting legal research;
- drafting legal documents and memoranda; and
- analyzing federal rules and regulations.
In addition to meeting the specialized experience, top candidates are considered those with a resume that provides sufficient details and performance history demonstrating experience in several of the items detailed below and will be able to provide distinct examples of this experience if interviewed:
CU-13 Grade Level:
- Expertise in civil, criminal or administrative litigation, including drafting or reviewing pleadings and developing litigation strategy in complex matters, and coordinating production of evidence
- Outstanding interpersonal skills; superior legal writing and research ability and a demonstrated commitment to professionalism and public service, and a demonstrated ability to work in a team environment
- Experience managing outside counsel in performing legal work, or personally performing the full range of professional litigation tasks involved in reviewing, preparing, and presenting matters before courts or administrative tribunals
- Experience advising management on complex legal issues, litigation strategy, and interpretive issues involving agency policy, statutes or regulations
- Experience analyzing statutes and regulations and working collaboratively with clients to develop policy and procedures to implement legal requirements identified
CU-12 Grade Level
- Outstanding interpersonal and communication skills and demonstrated ability to work in a team environment
- Excellent legal writing, critical thinking and legal research skills
- Demonstrated commitment to professionalism and public service
