The Deputy Assistant Administrator for Grant Programs within Resilience for leading FEMA's grant and financial assistance programs. The incumbent manages a large and complex grants management organization charged with standardizing and centralizing FEMA's grants-related management, oversight, analysis, program development, and administration activities.
The incumbent directs the development of policies, regulations, and procedures governing all aspects of the Agency’s grants and financial assistance programs within the framework of applicable laws and regulations.
The incumbent plans, assigns, directs, coordinates, and evaluates all activities carried out by the Grant Programs Directorate; Develops organizational budgets, execution strategies, and funds control processes to effectively carry out the work of the Directorate.
The incumbent provides guidance and direction to Agency financial and program officials in the interpretation of regulations and procedures governing the administration of FEMA grants and assistance awards.
The incumbent oversees programmatic and financial monitoring and reporting and closeout requirements for the agency’s grant programs.
The incumbent represents FEMA before Congress on grants and assistance activities of interest to the legislative branch; Briefs Congressional Members and staff on policy and program initiatives.
The incumbent implements Presidential and Homeland Security policy across the federal interagency, inter-governmental, and whole community partners.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.
To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.

Demonstrable knowledge of federal grant-making processes, procedures, regulations, and governing statutes.
Comprehensive knowledge of community resilience, climate adaptation, disaster risk reduction, hazard mitigation, disaster risk management, and/or a related field.
Experience working in or working with local, state, territorial, or tribal governments in a leadership role.
Experience with using an equity lens in policymaking, strategy development, and/or program design. This includes the ability to evaluate and streamline business processes and programs in order to improve customer experience for everyone, including the most resource constrained communities.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); however, applicants must address the Technical Qualifications (TQs) within their resume.
