As a Senior Strategy and Research Advisor, AD-0301-00, your typical work assignments may include the following:
1. Advises and counsels the NCD, PDNCD, DNCD-Strategy and Budget, ANCD-Strategy and Research, and ONCD divisions and directorates in the development, oversight, and assessment.
2. Works with the National Security Council (NSC), the Office of Management and Budget (OMB), the National Economic Council (NEC), and other White House policy councils to identify strategic priorities for cybersecurity, cyber operations and planning, technology and supply chain security, digital economy security, and workforce development.
3. Supports ANCD-Strategy and Research in coordinating with think-tanks, academic institutions, Public interest groups, and, as necessary and applicable, the private sector in identifying new and emerging strategic policy priorities and understanding current state of public policy research on issues under the purview of the ONCD.
4. Works with other directorates within the Strategy and Budget Division in the development of near and long-term budget priorities and ensures that they align with existing USG-wide strategic documents, develop realistic strategic objectives and plans for departments and agencies, and assess the effectiveness of such objectives over time.
5. Coordinates with other directorates within the Strategy and Budget Division in the development of The statutorily-required yearly report to Congress.
6. Ensures that strategic (defense, intelligence, and foreign policy) matters affecting cybersecurity, Technology security, and the technology supply chain of United States are given early consideration for decision at the highest levels of government in negotiations with representatives of foreign governments through bilateral or multilateral contacts, and/or legislation or other actions directed by Congress.
7. Supports the ONCD processes for developing, contributing to, and tracking the implementation of Cyber related strategy. These efforts will include developing and coordinating implementation plans with departments and agencies.
This position is Administratively Determined (AD) and will be an indefinite appointment (without a specific time limit) but not actually or potentially permanent in the Excepted Service. This authority allows us to hire individuals without using traditional rating, ranking, and selection procedures, including the application of veterans' preference.
