Duties

Help
  • Provide oversight and implementation of the full range of administrative responsibilities within the Field Office.
  • Provide overall management of public contact for reception and general information concerning office programs.
  • Provide management of the billings and collections processes for lands, recreation permits, minerals, grazing, forest products, etc.
  • Monitor and maintain the procurement of supplies, materials, equipment, and services.
  • Responsible for ensuring the accuracy and integrity of time and attendance records.
  • Provide input and assistance with budget formulation for the Annual Work Plan (AWP).
  • Participate in the monitoring and implementation of budgetary functions involving the maintenance and control of funds covering the activities of the Field Office.
  • Serve as liaison to the Human Resources office and point of contact regarding personnel administration matters.
  • Utilize an automated personnel database system to initiate, approve, and track requests for personnel actions.
  • Provide overall management and oversight of office charge cards, including those used for general purchases, travel, and uniforms.
  • Schedules work by setting priorities and developing schedules for completion of work.
  • Resolves conflicting Human Resources (HR) demands and obtains necessary resources for team members to produce quality products in a timely manner.
  • Devises and maintains record keeping systems to provide required information for production reporting, evaluation, etc.

Qualifications

Specialized Experience GS-0341-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Setting priorities and developing schedules for completion of work for subordinates. Coordinating administrative functions of a field office in areas such as time and attendance, purchasing and procurement, office space management, budget planning and tracking, coordinating with Human Resources on administrative personnel matters, public contact, travel and transportation services, collections, and fleet management; explaining administrative processes and procedures from directives, manuals, handbooks, and Instructional Memoranda to field office employees.

Education: Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M in a directly related field to the position as outlined in the vacancy announcement.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position..

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: The work is primarily sedentary, although there is some walking, standing, bending, carrying of light items, such as papers, books, or office supplies.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
