Help

The Executive Director, under the Director, J-3, is the principal liaison and advisor to the DLA Director, the Joint Chiefs of Staff J-4, Combatant Commanders, and the Services regarding all aspects of logistics planning in support of the Joint/Unified Commanders' and Military war planning and contingency/routine execution efforts. Specific duties are as follows:

  • Ensures DLA planning and execution are accomplished deliberately and in an integrated manner, ensuring an enterprise-wide approach that effectively considers and leverages all DLA capabilities. The Executive Director acts as the principal advisor to the DLA Director through the Director, DLA J-3 Logistics Operations, in the areas of overall logistics planning and response, to include deployment of support teams, to all categories of contingency situations, emergency supply support, exercises, and humanitarian and disaster relief.
  • The Executive Director is primarily responsible for program management and oversight of the DLA Agency Synchronization and Operations Center (ASOC), Military Service Support Division, Whole of Government Support Division, Portfolio Program Support Division, and the DLA-USTRANSCOM Division.
  • In the dual role of managing both customer operations and readiness, the Executive Director, under the J-3 Director, operates the DLA ASOC and is responsible for fusing information from and across multiple organizations including the Joint staff, the Combatant Commands, the Military Services, and designated federal agencies to facilitate appropriate Agency response to a variety of scenarios, within the Continental U.S. and/or at overseas locations. The Executive Director also maintains close contact with the DLA Regional Commanders, MSC Commanders, and the Agency's network of combatant command and whole of government liaison officers to enable effective command and control and seamless integration of DLA assets.
  • The incumbent manages the review and evaluation of new or modified DoD guidance, determining its impact upon directorate programs and resources via complex studies designed to develop new approaches to identifying key strategic and military logistics and customer support issues, on behalf of the Director, J-3.
  • With J-3 DLA Logistics Operations designated as the Office of Responsibility for DLA Continuity of Operations, the J-31 Executive Director is appointed as the Component Continuity Coordinator. The Component Continuity Coordinator is the senior accountable official directly responsible for management oversight of the Component continuity program and continuity matters.
  • The Executive Director manages the Agency's Security Assistance and Foreign Military Sales program, and integrates Agency's Combat Support Agency Review Team (CSART) interface, review, and subsequent status reporting to the Joint Staff.
  • The incumbent is accountable and responsible for the assigned program(s) to include development, documentation, and operation of both internal processes and administrative controls. Controls assure that obligations and costs are in compliance with applicable laws, and that funds, property, and other assets are safeguarded against waste, loss, and unauthorized use or misappropriation. Internal records assure that revenue and expenditures are properly recorded and accounted for, permitting preparation of sound and reliable financial or inventory reports.

TECHNICAL QUALIFICATIONS (TQs):
  1. Experience that demonstrates strategic and customer-level focus on broad requirements, fusion of information, collaborative partnerships and vertical and horizontal integration of information affecting a large diverse organization in a military logistics environment.
  2. Experience in overall logistics planning and response to all categories of contingency situations, emergency supply support and humanitarian and disaster relief.
  3. Demonstrated ability to manage the review and evaluation of new or modified guidance, determining its impact upon programs and resources via complex studies designed to develop new approaches to identifying key strategic logistics and customer support issues.
