This position reports to the Manager, CCP. The Deputy Manager, Flight Development & Operations, Commercial Crew Program:

  • Manages the Center-specific elements of the program for the purpose of facilitating the definition and development of a U.S. commercial crew space transportation capability for achieving safe, reliable, and cost-effective access to and from low Earth orbit and the International Space Station (ISS).
  • Shares responsibilities with the CCP Manager and Deputy Manager, Ground Systems and Launch Operations, for execution of the program to include strategic development, technical and programmatic direction, implementation planning, contract management, knowledge management, organizational efficiencies, and overall performance of the program in directing the development of a human-rated space flight program.
  • Serves as the primary interface for CCP in the planning and integration activities necessary to ensure the proper resources at their respective center (skilled workforce, budget, facilities, and supporting systems) are available to execute the strategic goals of the Agency safely and efficiently.
  • In conjunction with the CCP Program Manager, the Deputy Manager, Flight Development and Operations, shares responsibilities in establishing and implementing program policy, providing technical and management direction for the program, and controlling of the schedule; planning and directing program design, development, and operations; and ensuring the integration of all elements of the program into a single operational system.
  • Serves as the primary interface for managing the Johnson Space Center elements of the program in support of the design, development, test, and certification activities to achieve a safe, reliable, and cost-effective commercial crew space transportation system while maintaining an integrated and cohesive program with elements at Kennedy Space Center and Marshall Space Flight Center.
  • Serves as the primary interface for ensuring effective cost and management control of the total program by establishing and controlling requirements and configuration, risk management, program change board guidance, milestone review and approval, crew transportation system certification, certificate of flight readiness concurrence, and technical authorities and governance implementation.
  • Establishes, integrates, and implements processes that provide insight into commercial space systems development. Provides technical and management teams with the commercial providers and receives institutional support from a variety of NASA centers.
  • Shares responsibilities for program planning, control, and integration of resources through program analysis and integration; program documentation; configuration control; schedule development and maintenance; budget and resources; management of Memorandum of Understandings, task orders, and other agreements; leads advanced planning and information technology systems support. Ensures integrity and control of government proprietary data provided to private sector organizations.
  • Provides technical coordination, integration, and guidance for ISS activities relating to CCP. The incumbent is responsible for the integration of operations and training with systems design with the Flight Operations Directorate and Human Health and Performance Directorate.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated program-level experience in the technical direction and management of human space flight systems including flight development and operations of spacecraft and launch vehicles.


MTQ 2 - Demonstrated program-level experience in programmatic planning, program performance and schedule management, budget control, acquisitions, and detailed risk management associated with a human space flight vehicle development program.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
