Duties

1. Serves as the primary advisor to and executes responsibilities assigned by CDRUSSTRATCOM serving as the DoD NC3 Enterprise Lead and to the CJCS on assessment of NC3 Enterprise operational performance, risk, margin to failure, and recommended mitigations for NC3 impacts to the NMCS.
Advises the CDRUSSTRATCOM on NC3 assets and Command and Control Facilities (platforms, nodes, and systems) that provide NC3 capabilities to the President and SECDEF through the NMCS to nuclear forces. Directs global NC3 enterprise operations management, requirements, and systems engineering capabilities for the DoD in support of the Nation's global strategic deterrence and nuclear warfighting missions in support of national security strategy objectives. Establishes collaborative relationships to ensure alignment across NC3 Enterprise Stakeholders to include National Interagency and WHMO, Office of the Secretary of Defense Secretariats, CCMDs, and Intelligence Community (IC) leadership. Through subordinate senior civilian and military managers, directs and coordinates the development of long-range enterprise plans, program goals, policies, and procedures to align global NC3 capabilities with DoD objectives.

2. Provides executive leadership, management, and direction in overseeing USSTRATCOM Enterprise Center operations. Through subordinate managers/supervisors/experts (1 O-7, 1 ST, and multiple O-6/GS-15), directs the work of over 400 multi-service military, civilian, and contractor personnel. Oversees the preparation, management, approval, and execution of the NC3 Enterprise Center's $40-milliion annual budget. On special projects, directs and oversees activities of additional personnel as required to resolve significant challenges and/or unusual conditions with appropriate analytical methods, techniques, and tools. Monitors and evaluates the organization's progress towards meeting internal and external goals and objectives. Adjusts objectives, work plans, schedules, and resources as appropriate.

3. Responsible for providing Department leadership technical/analytical expertise and implementation oversight for synchronized delivery of NC3 and National Military Command System (NMCS) capabilities. Serves as the senior representative at high-level meetings, boards, and conferences hosted
internally and those with the WHMO, OSD and Secretariats, JS, CCMDs, Services and Agencies, IC, other government agencies, and international partners and organizations. Primary advisor to CDRUSSTRATCOM for the Title 10 U.S. Code §17la established Council on Oversight of the National
Leadership Command, Control and Communications System (CONLC3S) to ensure synchronization and resource prioritization of national leadership continuity C3 requirements consistent with NC3 enterprise sustainment and modernization initiatives and to satisfy annual congressional reporting requirements. Responsible for advocating for solutions and programmatic analysis of NLCC projects enabled by NC3 enterprise capabilities. Provides expertise in preparing the Commander for testimony before Congress, on all matters related to NC3 Enterprise capabilities and activities.

4. Serves as the Department's authoritative expert on NC3 capabilities. Represents the Commander on NC3-related forums, committees, boards, panels, working groups, Operations and Deputies Tank sessions, and at meetings and conferences across the Department, Interagency, international partners, IC, industry, academia, research laboratories, etc., to enable collaboration, unity of effort, and decisive action across the NC3 Enterprise. Represents and advises the Commander and has complete authority to execute decisions on the Commander's behalf to the highest levels of government.

5. Directs current and future NC3 capability requirements, architectures, design attributes, and standards for assessment, demonstration, experimentation and testing of advanced technologies for resilience to dynamic, multi-domain, full-spectrum threats and ability to satisfy operational mission and strategic deterrence objectives. Oversees inspection, evaluation, assessments, and certification programs to determine system performance and margin against design standards and operational performance requirements. Responsible for configuration management and interoperability forums to achieve alignment with applicable NC3 and IC systems.

6. Oversees management of the NC3 Enterprise Portfolio in coordination with OUSD (A&S) serving as NC3 Capability Portfolio Manager. Manages complex stakeholder environments, working with senior level officials across the department and interagency to build support and consensus for NC3 enterprise strategy and goals, which may be in conflict with department plans. Incumbent plans and executes a continual strategy for scaling the NC3 Enterprise from the current state to the mature NC3 Next Generation Enterprise.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret/SCI clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. EDUCATION; A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.

B. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Expert knowledge of digital and model-based systems engineering principles and practices with application to current and future NC3 requirements, capabilities, architectures, attributes and standards to enable rapid evaluation of emerging technologies and concepts against dynamic threats.

2. Demonstrated knowledge of and experience with operational concepts and techniques associated with a high order of executive and planning ability inclusive of strategic offense and defense forces and their related command and control systems.

C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Recruitment Panel, Executive Resources Board, and or OPM Quality Review Board reviewers may consider experience that's over 10 years old to be outdated. ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Applications will be evaluated against the qualifications requirements. Failure to meet any one of the Mandatory Technical or Executive Core Qualifications standards will eliminate a candidate from further consideration.

Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus as to the Best Qualified, Qualified or Not Qualified candidates. Only the Best Qualified candidates will be interviewed. The panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board, the Under Secretary of the Air Force and OPM Quality Review Board (QRB) Certification.
