This position is located in the Federal Acquisition Service, Assisted Acquisition Services (AAS) Division. As an Assisted Acquisition Project Manager, you will serve as an expert acquisition project manager and technical consultant and advisor for a variety of complex projects procuring goods and services. This division offers value-added, customized, acquisition, project management, and financial management services for large and/or complex Information Technology and Professional Services solutions.
As an Acquisition Project Manager for complex projects procuring IT and professional services, you will receive and analyze customer agency requests, develop requirements documentation, provide acquisition plan/strategy analyses and recommendation, and evaluate technical proposals to procure and meet customer needs.
GSA/AAS is expanding to provide support for Research and Development (R&D), cost contract requirements, and Small Business Innovation and Research (SBIR) requirements. Acquisition experience in these fields is not required but is desired.
The selected candidate will be responsible for finding innovative ways to match a client's needs to existing contract vehicles and other acquisition strategies including proposing new and innovative ways to serve client's needs and acts as liaison between the client, the contracting officer, and contractor. Examples of duties include:
Serving as a contracting officer's representative (COR) and providing guidance to customer contracting officer representatives (COR).
Analyzing customer needs to integrate state of the art technology requirements and acting upon customer requests for the acquisition and procurement of Information Technology and Professional products and services and the development and design of comprehensive, integrated system solutions.
Developing partnerships and networks with the federal community and industry experts to establish new business opportunities.
Coordinating work efforts between customer technical functions and contracting offices.
Making technical and project management decisions in development of agency requirements/specifications to ensure development and implementation of each task is consistent with terms and conditions.
Managing customer requirements through the contracting or task order process.
Coordinating with the Contracting Officer and providing substantial assistance in preparing acquisition and procurement documentation.
Developing the integrated solution and supporting documentation in support of IT hardware/software products and services along with other professional services task order or contract requirements.
Monitoring and advising contracting officers of performance related issues. Monitoring contractor performance.
Conducting government/contractor/customer kick off meetings and progress reviews to establish reporting requirements, task progress, financial management issues and deliverable due dates.
Leading or co-chairing Source Selection Panels or Technical Evaluation Boards.

The GS 13 salary range starts at $98,496 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service, performing full life-cycle management of multiple acquisitions from pre-award through post-award and contract closeout for information technology (IT), non-IT professional services, federal research and development, or technology development areas.
