The Health System Administrator/Deputy Director works within the VA Sierra Nevada Health Care System (VASNHCS), Station 654, complexity level 1C, and serves as full Deputy to the Director. The Reno campus is the site of the Ioannis A. Lougaris Medical Center, which has 130 authorized beds, including 38 Medical Surgical beds, 12 ICU beds, 20 psychiatry beds, and 60 Nursing Home Care Unit beds.

As the Deputy Director for this actively affiliated Healthcare System, the Deputy Director acts as a full Assistant to the Director in the direction and coordination of the overall management of the VASNHCS and all its outlying locations. The Deputy Director fully participates on a day-to-day basis in top management discussions, decisions, and policymaking. The Deputy Director shares the responsibility for top management actions covering all activities except those requiring a strictly medical decision. The Deputy Director collaborates with the Chief of Staff and the Associate Director, Patient Care Services/Nurse Executive in the formulation and supervision of administrative activities inherent in the clinical programs. In the absence of the Director, the Deputy Director serves as the Acting Director with unrestricted authority to act in the name of the Director. In addition, a broad, extensive knowledge of the Veterans Health Administration (VHA) as well as other administrations within the Department of Veterans Affairs (VA) provides the background for organization-wide communication as well as the effective and efficient operations of the VASNHCS.
The VISN 21 (V21) Network Director has also assigned the Deputy Director VISN responsibilities. This involves but is not limited to; serving on VISN wide task forces, performing VISN studies, preparing reports and making recommendations. The Deputy is a member of the V21 Strategic Planning Committee and V21 Resource Management Committee and participates on the V21 Deputy Network Director/Associate Director workgroup. VISN leadership consistently requests the incumbent's participation in Executive Leadership and key management officials search committees and special projects. The Deputy Director, as part of the executive management team including the Medical Center Director, Chief of Staff, and the Executive Nurse, leads fully in both long- and short-range policy and planning, promotes healthcare system programs with outside groups, and integrates administrative programs and operations with the needs and priorities of the clinical services for the health care system.
For each of the services/sections under the direct supervision of the Deputy Director, he/she will perform major supervisory and managerial duties as listed on the position description.
The Deputy Director must provide continual attention to the duties and responsibilities that are described under the following functional categorizations:
Budget and Fiscal Management: Develops the need for and maintains awareness of available resources and makes recommendations to VISN and Medical Center management regarding needs, distribution or redistribution of these resources.
Direction/Long Range Planning: The Deputy Director develops implements, improves and coordinates internal review systems to ensure that both clinical and administrative activities follow the standards issued by various accrediting and regulator groups and higher agency authorities, i.e., VACO, VISN, and inspector General reviews.
Human Resource Management: The Deputy Director has broad, extensive knowledge of government-wide, VA, and VHA personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups.
Administrative Health Services Coordination: The Deputy Director serves as the focal point on coordination between direct and allied medical care, and administrative functions of the VASNHCS Management Team.
Community/Public Relations: The Deputy Director establishes and maintains good relations with wide variety of individuals and groups to effectively disseminate information to Veterans, volunteers, staff, and members of the media, the public, local, state, and federal official, community groups, and other stakeholders in ways that most accurately and effectively present the medical center's mission of caring for Veterans.
Systematic Internal Review: The Deputy Director plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow standards issued by various accrediting and regulatory groups, and higher agency authorities.
