THIS IS A PUBLIC NOTICE: This Notice is issued under direct-hire authority (DHA) to recruit new talent to this occupation for which there is a severe shortage of candidates. This means that we can hire any qualified candidate, either from this notice or from any source.
NOTE: Current civil service employees will receive new appointments if selected under this Direct Hire Authority.
- Formulates, applies, and evaluates cybersecurity criteria for TMF funding. Balances priorities across Federal Zero Trust policies and identifies criteria for pillars including Identity, Devices, Networks, Applications & Workloads, and Data.
- Provides advice, information analysis and briefings for program leadership and TMF Board on impact of both cybersecurity criteria and cybersecurity funding.
- Serves as a senior IT security expert on multiple highly complex IT modernization projects and strategic initiatives, which involve a broad range of critical issues of national interest. Such work includes addressing complex IT subject matters and resolving unyielding problems in federal IT security and assurance.
- Leads the development and interpretation of cybersecurity guidelines and policies for the Program Management Office and for customer agencies.
- Implements and provides authoritative advice and guidance to ensure the confidentiality, integrity and availability of network and information systems on a broad, complex spectrum.
- Establishes collaborative partnerships; initiates and monitors policies, programs and projects dealing with the most challenging problems in cybersecurity and government websites, which are of national significance to the Federal government and stakeholders.
- Mentors and leads less-experienced team members in cybersecurity issues and policies. Helps all team members build and maintain basic cybersecurity knowledge of federal laws, policies, and practices for federal information systems.
- Performs needs analysis to determine opportunities for new and improved business process solutions.
- Represents the PMO in meetings with industry representatives and other Federal agencies to resolve problems, develop joint policies and standards, select, and implement IT security products and services, and exchange ideas for resolving problems.
- Identifies, leads, and participates in special projects or studies, work groups, task forces, etc., frequently focusing on unprecedented problems, policy making and shaping the future direction of agency programs. Develops authoritative papers and reports.

- Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-15 salary range starts at $117,518.00 per year. Locality pay will be determined once the duty location has been established. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
BASIC REQUIREMENTS:
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below.
IT SPECIALIST COMPETENCY REQUIREMENTS:
- Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
- Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
- Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
- Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.
In addition to the IT Specialist Competency Requirements listed above, you must meet the specialized experience requirements as stated below: Specialized experience in planning, managing and directing cybersecurity architecture projects for IT products, services, and/or solutions. This experience must include:
- Planning and implementing policies, programs and regulations affecting cybersecurity architecture program relationships, performance and organizational objectives;
- Managing the development and implementation of efficient and effective short term and long term strategies and processes to continuously identify and evaluate and mitigate risks across the cybersecurity landscape to reduce identified enterprise wide cybersecurity threats and vulnerabilities;
- Analyzing cybersecurity and risk management program objectives and processes to determine whether changes in policies, procedures, or organizational structures are efficient and effective; and
- Collaborating with internal and external stakeholders, leadership and regulatory officials, and meeting with industry partners, and Federal, and State and local agencies to identify and recommend modifications or additional IT services, products, and/or solutions.
