The Office of Supply Chain Management, which is also known as GSA Global Supply, provides supply chain solutions for the global needs of customers by delivering dependable, reliable and timely supplies at best value.
You will be responsible for the following duties:
Serve as a senior Program Analyst (Data Analytics) and advisor to leadership at the Division and Group level in leading and coordinating the efforts of other Agency professionals and contractors in solving complex and far reaching data management issues and problems for a wide range of systems, applications and customers.
Translate complex concepts, findings, and limitations into concise, plain language. Closely tie findings and conclusions into the agency mission, original problem statement, and team objectives. Research and design presentations and interpretations of analytical outputs tailored to specific audiences.
Conduct observational analyses using software and/or programming languages such as Tableau, Advance Excel, and SQL to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derive meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex),including structured, loosely structured, and unstructured data.
Ensure the safe and reliable integration of different elements of a system, including schedules, configurations and resources.
Provide technical advice in the development and analysis of pilot initiatives and applications, and makes recommendations to management on the use of such technology as it relates to Agency data.
Develop project plans to ensure logistics are handled efficiently, identifying potential bottlenecks and resolving issues within the scope of authority. Develop and implement advanced systems for the Agency data management program.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience leading, coordinating, and overseeing efforts in solving complex and far reaching data management issues and problems; applying a wide range of quantitative methods to identify problems, identify, extract, and analyze data from a variety of source databases; applying leadership, expert assistance, authoritative advice in performing data analysis and improving program effectiveness and efficiency. Such experience must demonstrate an advanced knowledge and application of the features of a variety of software programs (e.g., macros, queries, pivot tables, etc.) in completing such tasks.

Skill in applying data mining, data storage, and data warehousing concepts, methods, and technology; data modeling methodologies; and database management systems, operating systems, technical architecture, and network topology sufficient to apply and adapt new and improved approaches to the design, development and implementation of data management.
Analytical skills to apply a wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness, or the improvement of management processes and systems.
Ability to communicate moderately complex ideas in written in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
Skill in interpersonal relations, and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives.
