Lead the development of network and communications architectures for the IC with the objective of creating a new national exemplar for secure, high-performance enterprise network architectures for the next 20 years that will support key initiatives such as AI/ML, quantum computing, and enterprise-level software development to deliver capabilities for all users.
Provide senior management and leadership for enterprise architecture, program management, engineering, integration, standards development and EA compliance assessment functions.
Direct enterprise architecture requirements leading to publication of as-is baseline, future state architecture and transition plan.
Provide significant thought leadership and influence the development of IT strategy, capability roadmaps, and EA to ensure integrated and interoperable IT capability development and enhancement.
Evaluate IC element and service provider solution architecture development deliverables to assure consistency and compliance with enterprise architecture guardrails, Intelligence Community Standards (ICS), and Intelligence Community Directives (ICD).
Define and implement an enterprise architecture that is used to understand mission gaps and overlaps, critical linkages and dependencies, and drive efficiencies across the enterprise, encompassing all security fabrics.
Advise executive leadership on critical aspects of the IC's architecture (strategic, security, mission/business, data/information, applications and/or infrastructure), standards, verification, certification and IT policies and provide expert consultation on complex IC integration programs.
Direct and oversee technical research on such topics as operational guidelines, best practices, standards, and integration gaps and consult on architectural strategies and patterns for insertion of new IT services or solutions to enhance intelligence mission effectiveness and integration.
Communicate architectural decisions, plans, goals, and strategies and gain organizational commitment for enterprise level architecture and infrastructure initiatives.
Lead and oversee complex IT projects and programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic and corporate objectives; ensure plans and schedules are developed and
followed throughout the life of the project.
Prepare and provide recommendations for IT standards, especially those required for implementation leveraging IC-ITE Hosting Services.
Represent AIG and related fora conducting ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, US Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.
Participate in Intelligence Planning, Programming, Budgeting, and Execution (IPPBE) and IT Strategic planning processes, assess and recommend strategies for allocation and reallocation of resources in response to changing needs and program performance.
Advise senior leadership on cost effective current cybersecurity issues and initiatives as they relate to development of its architecture and integration efforts within the IC (e.g. Zero Trust).
Develop and support policy guidance to establish an IC IT accessibility maturity model. Provide the IC with a path to measure and improve accessibility, thereby creating a more positive, equitable, and productive work environment for all IC employees.
Support IC information sharing and intelligence integration objectives with Five-Eyes partners. Facilitate integrated and collaborative services and capabilities to support valuable foreign partnerships.
Deliver articulate and effective briefings or presentations to ODNI leaders, communicating highly complex concepts, ideas, plans, and strategies effectively, so that non-expert consumers understand the topic and issues.
Lead, initiate, cultivate, and maintain productive working relationships with ODNI staff, other Intelligence Community (IC) organizations, and private service providers in order to effectively develop and deliver integrated mission driven solutions to ODNI's customers.
Manage, engage, and influence key stakeholders to support the ODNI's key objectives.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
