The Director of Contracting serves as an Army delegated Head of the Contracting Activity and principal staff advisor, facilitator, and reviewer for the CG, USACE and staff on acquisition and contracting matters valued in excess of $26 billion annually. Provides executive leadership and top-level managerial direction and supervision for all acquisition and procurement policy and functions of the USACE. Has execution oversight and policy responsibility for all delegable statutory and regulatory authorities. As principal advisor and technical authority to the Contracting CoP oversees the mission executed by USACE contracting personnel worldwide. Exercises a key directive role and is responsible for the business aspects of procurement of materiel and services from the private sector required for the execution of assigned USACE mission worldwide, to include procurements to meet civil and defense requirements, in peace and in wartime. Ensures that contingency contracting planning, policies, procedures, instruments, and organizational contracting support assignments are in full readiness for rapid application during recovery from natural and national disasters. Provides staff direction and management for the procurement activities of the Major Subordinate Commands/Regional Contracting Centers (MSC/RCC) and Field Operating Activities (FOA), to include procurement of construction, engineering, architect-engineering services, installation support, research and development, water resources, environmental programs, and statutory and regulatory socioeconomic programs and oversees procurement matrix support from the MSCs\RCCs. Serves as the USACE MACOM Career Program Manager for CP-14(acquisition& contracting) and as such, works to recruit, retain, and train a workforce with the appropriate skills.

1. Executive Core Qualification (MANDATORY SUBMISSION): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. (2) Technical Qualification (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12 pt. Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ: Ability to establish and implement strategic vision, technical direction, and lead a professional contracting workforce aligned to support a global engineering organization. Primary emphasis on contracting for military or heavy civil works construction for hospitals, barracks, and water resource infrastructures to include storm damage reduction, navigation, flood control operations; as well as procurement of products and services in support of cyber, architecture and engineering activities, facilities, installations, environmental remediation, and technical Research and Development programs.
ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL CRITICAL ACQUISITION POSITION.
By statute, 10 United States Code (U.S.C.) Section 1733, specific Acquisition positions, GS-14 and above, are designated as Critical Acquisition Positions (CAPs). All CAPs must be filled by individuals in the Acquisition Corps (10 U.S.C. Section 1733). Army Acquisition and Technology Workforce applicants must have an Acquisition Career Record Brief (ACRB) on file. As a SES Level CAP, the following specific statutory and regulatory requirements summarized below must be met in addition to the managerial and technical qualifications specific to this position. There are three components to the assignment qualification standards for Acquisition positions that are CAPs:
1) Minimum years of acquisition experience requirement;2) Tenure Position requirements, and 3) Position Education, Experience and Certification/Training requirements. Note: The failure to satisfy/meet some of these Acquisition requirements can be waived by the designated agency officials in the appropriate circumstances.

Note, exceptions and alternatives to the requirements stated above are as follows:(1) An employee may be exempt from the eligibility requirements above if the appropriate career program board certifies that he/she possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance and qualifying experience.2) In accordance with Title 10 U.S.C.
