Major Duties:
The Assistant Chief, Environmental Management Service (EMS) is staff official to the Chief, EMS. EMS provides effective environmental sanitation and visible cleanliness in accordance with criteria and guidance from The Joint Commission, U.S. Environmental Protection Agency, VHA Central Office, and other leading authorities on sanitization and cleanliness in the healthcare environment. EMS is also responsible for linen service to the facility and for managing the employee uniform program for over 850 employees. The Assistant Chief shares responsibility for operation and evaluation of the Medical Center's environmental management program within the scope, variety and quality prescribed in VHA Directive 1850, VHA Handbook 1850.02, VHA Directive 1850.04, other relevant guidance from government and non-government agencies, and local policies. In the absence of the Chief of EMS, or as delegated, he/she serves on committees and attends meetings. These include, the following: Administrative Executive Board, Executive Leadership Board, Safety Council, Water Safety Committee, Environmental Health and Infection Control Committee, Space Committee, and Green Environmental Management Systems.
The Assistant Chief of EMS assists the Chief of EMS in the overall deliberations of management concerning the objectives and overall mission of the Medical Center. He/She serves as the advisor and consultant to the Chief of EMS influencing the acceptance and exercise of sound business practices, budget management, environmental sanitation practices, preventative maintenance of building surfaces, pest control, and linen and textile care. In the absence of the Chief of EMS, consults and participates with members of top management in analyzing the broad implications of higher levels of authority, laws, regulations, and policies, as well as technical and administrative advancement trends.
Assists in directing and planning an operation fully coordinating EMS efforts with other activities throughout the medical center to ensure minimal impact on day-to-day operations throughout the facility. Since this coordination is vital to an effective environmental management program, incumbent must maintain a continuing close relationship with all Medical Center services.Incumbent assists in establishing standards and criteria for environmental sanitation fitted to the particular needs and problems of this Medical Center. Assists in developing technical procedures and standards and ensures that instructions are followed to create and preserve a clean and sanitary environment. Provides specialized training concerning the handling of contaminated and non-contaminated linen, as well as the use and upkeep of EMS equipment to ensure adherence to established standards, procedures, and instructions.
Shares responsibility for and efficient and effective organizational structure. Devises a staffing pattern adequate to the needs of this Medical Center and specifically designs the activities of each section of the organization. Plans and schedules work to gain the most effective and efficient utilization of personnel to provide achievement of the operations of the service and integration of its function into the Medical Center mission.Assists in developing budget requests on a short- and long-range basis to support program needs. Develops statistical data concerning workload and work rate, staffing needs, supply needs and initial and replacement requirements for equipment, linen services, uniforms, and pest control services for the Chief of EMS' approval.
The incumbent is responsible for overseeing a linen service contract to meet the needs of this Medical Center. This includes determining linen daily PAR levels, pick up of spoiled linen, and distribution of clean linen.Assists the Chief of EMS in ensuring that preventative measures are taken for pest management through supervision of the pest control program. All areas of the Medical Center are covered on a scheduled rotating basis. Incumbent is responsible for monitoring schedules and standards for the Medical Center pest control program.The incumbent is responsible for special assignments which involve complicated Medical Center characteristics.
Will perform other related duties as assigned.
Work Schedule: Monday - Friday, 6:00am to 2:30pm
