The incumbent will serve as a Data Scientist in the Tools and Technology Branch.

Utilizes knowledge of the agency’s IT architecture; new IT developments and applications, including but not limited to emerging “as-a-Service” products and vendors; IT security concepts, standards, and methods; artificial intelligence, machine learning and advanced analytics methodologies; and oral and written communication techniques to: ensure the integration of IT projects and services; develop solutions to integration/interoperability issues; manage projects that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.

Uses comprehensive technical knowledge to identify customers’ information systems requirements, from initiation and planning to execution and closing. Defines requirements and work with the Product Owner to plan project lifecycle deployment; define resources and schedule for project/program implementation, ensures systems testing strategies, plans, or scenarios are completed on schedule.

Ensures activities are completed in accordance with the project scope and within the approved schedule and budget constraints. Coordinates with technology system analysts on IT-specific issues that may impact a project’s success. Develops reports and presentations on the status of projects assigned. Analyzes data from reports to recommend areas of improvement.

Applies agile methodologies for project management including the use of Jira for work planning and tracking. Create strategies for risk mitigation and contingency planning as well as plan and schedule project deliverables, goals, and milestones for requested IT Systems.

Coordinates complex IT projects/programs, including application development efforts, systems upgrades and installations, technology outsourcing, IT security initiatives, Software as a Service (SaaS) deployments, cloud service deployments, etc. Ensures appropriate standard project practices and procedures are established and followed. Ensures appropriate product-related training and documentation requirements for IT systems are developed and available to customers. Applies change management principles to advocate for the adoption and use of new platforms, applications, and technologies.

Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Applies experience and comprehensive technical knowledge, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems.

Contacts are internal and external. Communicates complex technical requirements to non-technical personnel and prepares briefings for senior management officials on complex/controversial issues. Works with Contracting Officer's Representatives (CORs) to ensure that the activities of service providers support the Program Management Lifecycle (PMLC). Effectively communicates project information based upon the audience.

Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Basic Requirements: A Bachelor's or higher degree in Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience managing Data Science Laboratory tools such as Jupyter Lab, R Studio, Kinetica, and/or Sagemaker in support of an Artificial Intelligence / Machine Learning (AI/ML) community, and experience using IT Project principles, methods, tools, and agile methodologies for developing, scheduling, coordinating, and managing IT projects and resources.
