The Safety Data Analyst applies expert knowledge and experience in analytical techniques to evaluate data for activities/projects/programs that often require the development of new and innovative approaches. As a recognized subject matter expert in data transformations, data cleansing and data profiling, the Analyst provides leadership for highly complex and challenging analysis/evaluation activities under the minimal direction of the team manager. This work is critical to the development of a viable and secure infrastructure to identify, track and monitor emerging trends or risks in the National Airspace System (NAS).

As an expert user of Business Intelligence (BI) products, the incumbent develops new and innovative approaches, methodologies, and/or techniques to define and direct challenging projects/programs/activities. Applies experience in collecting, analyzing, and transforming data into actionable information using various tools including, but not limited to SQL Server Management Studio, Alteryx, Tableau, Tableau Prep and PowerBI. Provides management with data-driven insights to enhance decision making. Applies experience analyzing and evaluating NAS technical functions to review and analyze amassed data. Creates reports, dashboards and data visualization for improved decision making and to increase operational efficiency.

Analyzes, identifies and documents functional requirements for use in developing technical requirements to ensure successful completion of the project(s) and implementation of project deliverables. Provides analytical and evaluative support for site preparation, training and post-implementation user support. Works as a business liaison for the development of applications, integrating business requirements with technical requirements. Identifies and resolves challenging problems or issues that cross organizational boundaries and impact the accomplishment of strategic objectives.

As a Safety Data Analyst expert, may lead ad hoc teams in the performance of complex analytical studies to develop tools to support improvement efforts. Analyzes and evaluates aviation industry data-collection programs, and/or Web Intelligence to develop and integrate new innovative systems and reporting solutions. Analyzes statistical data to identify and validate trends and develops reports based on findings. Performs predictive and prescriptive analysis to develop and recommend approaches to address current and anticipated problems and issues. Utilizes complex software applications, such as the Aviation Safety Knowledge Management Environment (ASKME) Applications, and the AIR Work Tracking System (WTS) to retrieve and analyze system data, identify issues and recommend improvements to information systems. Uses Microsoft Office Professional suite, SharePoint, Tableau, and other technological media to create and analyze reports as well as to validate data.

Contacts are internal and external and include representatives from other AIR program offices, stakeholders, planners and contractors. Often represents AIR as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/policies/issues. Develops briefings to convey strategic vision, organizational policies, etc., to internal and external audiences.

Often asked to develop new policies, procedures, and approaches that take into consideration FAA rules/policies, Government-wide rules/policies, and internal/external concerns. Maintains broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. The Manager responsible for this position typically reviews work only at completion for success in achieving planned results.

Qualifications

J Band Specialized Experience: To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

At least one year of specialized experience, at the next lower level, may include:

- Experience analyzing and evaluating AIR oversight data and functions to review and analyze amassed data.

- Experience analyzing and evaluating aviation industry automated data-collection programs and/or Web Intelligence to develop and integrate new innovative automated systems and reporting solutions.
