Duties

Applies experience and comprehensive knowledge to plan and conduct functional activities for the FOIA program. Independently processes multiple, varying and complex FOIA requests under minimal direction of a manager or team leader. Coordinates with AIR FOIA team members' federal and contractor as appropriate. Consults closely with legal staff on FOIA issues. Simultaneously manages and prioritizes multiple FOIA cases. Ensures requests processed according to applicable laws, regulations, orders, policies and procedures, executive orders, case law, legal guidance and FOIA requirements and deadlines. Creates and manages FOIA case files, and documents all activities and decisions relating to processing requests. Enters real-time processing data into the agency's National FOIA Tracking System or similar program as required. Assesses work processes, procedures and recommend changes or improvements to processes or systems. Provides FOIA metric updates as required.

Works directly with FOIA requesters scoping the request, resolving processing issues, and collecting fees. Works directly with agency offices and subject matter experts to identify and collect all records responsive to a request. Implements and maintains strict document control procedures on a voluminous amount of material, protecting privacy, confidentiality, security, proprietary, patent, and copyright information. Composes detailed and complex letters and memoranda. Researches FOIA case law and policy material, providing guidance regarding information disclosure. Reviews records and makes initial determinations regarding the application of FOIA exemptions.

Works with agency subject matter experts and industry submitter representatives regarding the release of trade secret material and confidential business information. Prepares detailed written analyses that document and justify all agency determinations and actions. Prepares and assembles FOIA response packages for senior management's approval and signature. Analyzes and responds to appeals of agency decisions to deny access to requested records. Provides assistance, technical and administrative guidance to the public on making requests.

Monitors the AIR FOIA system to ensure that AIR is meeting the statutory FOIA responsibilities and obligations, and provides status reports to organization management. Analyzes and prepares data for inclusion in the DOT/FAA's annual FOIA report to Congress.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Resolves most problems and work issues without the assistance of a manager or team leader. Develops and recommends approaches to address current and anticipated problems and issues. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Work activities impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SOs and may affect the objectives of the FAA.

Qualifications

QUALIFICATIONS:

To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV H / FG/GS 12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes:

  • Experience working in a project/program contributing to defining and developing of internal policies and procedures; and/or predicting potential issues and proposing preventative action.
  • Experience processing FOIA request, providing liaison and evaluation of FOIA policies and programs to component organizations and stakeholders in accordance with federal and state laws; proposing ways to resolve problems and formulating proposals to meet future needs.

This position is located in AIR-912. However, this vacancy announcement may be used to fill future vacancies in any of the other AIR Division Offices or Duty Stations. Duty station will determine locality pay.
