Primary duties include, but are not limited to:
The incumbent position serves as a Writer Editor in the Center for Prevention Programs and Partnerships (CP3) within the Office of Strategy, Policy, and Plans (PLCY) of the Department of Homeland Security.
The primary purpose of this position is to assist in the drafting, editing, and completion of standardized reporting and correspondence. Additional duties (as assigned) may include coordination, preparation, and posting of required documents on the CP3 or campaign website and
assisting in the documentation of follow up tasks from leadership.
Researches and develops written and oral communications products for delivery by CP3. Coordinates with Office of Policy managers and staff as well as points of contact inside and outside DHS to develop and maintain awareness of laws, policies, programs, special interests, and areas of concern and sensitivity regarding DHS policies, programs, and operations to ensure that information in formal speeches is factual and accurately presented. Researches, writes, and edits a variety of materials, including articles, speeches, news releases, training materials, brochures, and other products on the organization, mission, operations, history, objectives, interests, viewpoints, and needs of the Department. Researches, writes and edits articles for outside agencies. Gathers, develops, and checks the accuracy of information from a wide range of sources, analyzes and selects pertinent information and determines the most logical and effective use of information. Determines overall length and tone based on the
objectives and the audience. Seeks input from subject matter experts. Determines the overall organization of presentations, edits information for clarity and accuracy, and prepares or arranges for graphics to support presentations. Develops and edits products to organize, balance, and
apply a consistent style, grammar, and flow to the finished product.
Advises officials regarding policies and procedures reflected in the systems operating manuals and on the content of all instructional publications disseminated. Ensures material submitted is written and edited to conform with format and content of DHS manuals. If necessary, returns
material to submitting source, suggest major changes and revisions in scope and completeness of information, question applicability or approach or point out conflicts with existing rules, regulations, policies, and procedures. Conducts intensive interviews and/or conferences with
subject-matter specialists, employees whose work would be affected by changes in instructions, and administrative and policy-making officials. Performs comprehensive research of guidelines and procedures prior to the return of materials to submitting source for revision.
Advises management on most effective emphasis of presentation, based on knowledge of past and present Bureau policies and procedures, to ensure manual revisions are clearly understood by affected personnel. Implements new methods and procedures where necessary, to improve efficiency of
style and presentation. Maintains awareness of current government writing and reporting style and format requirements,
and works directly with senior officials to resolve questions about its content. Examines and edits policy, outreach, and program documents such as press releases, opinion- editorials, media advisories, and web content produced by DHS Components to ensure consistency of message, accuracy of statements, and appropriate style and formatting.
Receives and responds to inquiries from the media, researchers, legislators, the general public,
high ranking management, and operating officials of the criminal justice community. Responsible for publishing newsletters, establishing deadlines, and contacting individuals to write and submit articles. Exercises editorial responsibilities over all written contributions.

The purpose of JDAs is to gain multi-component, multi-faceted experience focused on cross-cutting DHS and Federal-wide operations to enhance performance of the individual, the organizations, and the Department. JDAs are for a period not to exceed 1 year and do not qualify for Joint Duty credit.
The DHS JDP covers current Federal employees at the GS-13 through GS-15 grade levels and equivalent. The DHS JDP does not apply to members of the military service or contractors. JDAs do not offer Temporary Promotions.
