This position reports to Washington DC Central Office.
Plans, manages, directs, and coordinates the development, implementation and operations of IT systems directly supporting the office, including systems and databases for telecommunications ordering, billing, inventory and expense management.
Provides technical advice and consultation to the ITC program offices and on the installation of new systems and software packages or the modifications of existing systems to support OETS products and services.
Through subordinates and in support of OETS products and services, directs the design, development, and implementation of office automated information systems and office automation systems, acts as the technical authority in the design and development of hardware, software, communications and security requirements, systems and subsystem specifications, and programming, testing, implementation, training, and documentation techniques; conducts analyses, simulations, benchmarks, and feasibility and cost studies relative to the latest software and hardware developments; develops plans, schedules, and programming requirements for the implementation of new automated information OETS systems; and approves final hardware and software configurations prior to implementation.
Supervises a group of employees performing work up to and including GS-14 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

The GS-15 salary range starts at $134,938 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience providing leadership in project management and planning, research, strategy development, evaluation, and implementation of telecommunications financial, billing, and inventory systems. Experience must include project management, transition management, financial management, client relationship management, requirements formulation (e.g. needs analysis, requirement gathering, solutions development), as well as new business, technology, and client development experience over large, complex, multi-year IT, networking, or telecommunications projects or programs.
